现代农业背景下的农村金融资源配置效率研究

【摘要】：解决好”三农”问题是党和国家工作的重中之重,其本质在于农业生产方式落后。解决三农问题的根本出路在于深化改革,推进农业现代化,这在客观上要求深化农村金融体制改革,完善农村金融服务体系,优化农村金融资源配置,而农村金融资源作为中国金融资源体系中为农业和农村经济发展提供服务的特质资源,在中国经济转型中一直处于低效配置状态,这造成了我国农村同时存在着供给型和需求型金融抑制。因此,研究如何评价和优化我国农村金融资源配置效率,加大金融支持农业现代化的力度,对于解决”三农”问题,加强农业宏观调控,促进国民经济持续协调发展具有重要的意义。论文系统回顾了国内外相关问题的研究现状,详尽分析了现代农业与农村金融资源配置效率的相关基础理论,从资源供求的角度剖析了农村金融资源配置中存在的以农村金融资源配置的主体缺失、功能缺损和效率约束等问题,进而深入探究出宏观制度、农村环境和农业自身特点等是导致其问题形成的原因。选用数据包络分析法分别评价了我国近十年来30个省(直辖市、自治区)的农村金融资源配置效率的状况及配置效率,在借鉴先进经验经验的基础上,提出包括银行组织、保险机构、政府立法等亟待多方协作的参考性对策建议。
[Abstract]:To solve the problem of "agriculture, countryside and farmers" is the most important task of the Party and the country. Its essence lies in the backward mode of agricultural production. The fundamental way to solve the problem lies in deepening the reform and promoting the modernization of agriculture. This objectively requires deepening the reform of the rural financial system, perfecting the rural financial service system, and optimizing the allocation of rural financial resources. The rural financial resources, as the special resources in the financial resources system of China, which provide services for the development of agriculture and rural economy, have been in the state of inefficient allocation in the economic transformation of China. Therefore, the study on how to evaluate and optimize the allocation efficiency of rural financial resources and increase the financial support for agricultural modernization, in order to solve the problem of "agriculture, rural areas and farmers", has resulted in the existence of both supply-oriented and demand-oriented financial restraints in the rural areas of our country. It is of great significance to strengthen the macro-control of agriculture and promote the sustainable and coordinated development of the national economy. This paper systematically reviews the current research situation of related issues at home and abroad, and analyzes in detail the basic theories related to the allocation efficiency of modern agriculture and rural financial resources. From the point of view of resource supply and demand, this paper analyzes the problems existing in the allocation of rural financial resources, such as the absence of the main body, the functional defect and the efficiency constraints of the allocation of rural financial resources, and then probes into the macro system in depth. The rural environment and the characteristics of agriculture itself are the causes of the problems. The data envelopment analysis method is used to evaluate the situation and efficiency of the allocation of rural financial resources in 30 provinces (municipalities and autonomous regions) of China in the past ten years. On the basis of using advanced experience for reference, this paper puts forward some suggestions, such as bank organization, insurance institution, government legislation and so on, which are in urgent need of multi-party cooperation.
