基于供给视角的天津市保障性住房融资模式研究

【摘要】:保障性住房建设是我国重要的民生工程,是解决城镇中低收入家庭住房问题的关键。十二五期间,我国共将建设各类保障性住房3600万套,到十二五末,城镇保障房覆盖面将达到20%。天津也把建立与完善住房保障制度作为政府公共服务的一项重要职责,住房保障工作被天津列入20项民心工程并写入政府工作报告。随着保障性住房建设规模的扩大,预计保障性住房的资金投入可能新增近1.8亿元,融资规模及压力在不断扩大。面对巨额的资金需求,对改善天津市保障性住房融资模式提出了更高的要求。 文章采用比较分析法、文献研究法以及实证分析法对天津市保障性住房进行研究。在文献梳理相关概念界定的情况下,选取2006-2011年保障性住房供给量数据,对天津市保障性住房供给量进行模拟预测,得出在短期内天津市保障性住房将增大供给量;从理论上,随着供给量的增加,资金需求也在增加;从实际角度,对天津市各类保障性住房进行分析的基础上,得出天津市保障性住房融资模式相对单一,亟待改善融资模式。在借鉴发达国家先进经验的基础上,建议天津市保障性住房应建立并不断完善天津市保障性住房建设投资公司,设立天津市保障性住房投资基金,同时依托中德住房储蓄银行和信托进行公共租赁房建设。 本文的创新之处在于一是采用组合预测方法分析保障性住房未来供给量变化;二是针对天津市保障性住房特点分类进行融资模式改进设计。通过融资模式的改进有助于实现保障性住房的有效供给,解决天津市中低收入家庭的住房问题,进一步完善天津市住房市场体系。
[Abstract]:The construction of affordable housing is an important livelihood projects, is the key to solve the housing problems of low-income urban families. During 12th Five-Year, China will build all kinds of affordable housing 36 million units, to the end of 12th Five-Year, urban low-income housing coverage will reach 20%. in Tianjin have an important responsibility to establish and improve the housing security system as a government public the housing security work in Tianjin was included in the 20 projects and written into the government work report. With the protection of expanding the scale of housing construction, is expected to affordable housing funds may be increased to nearly 180 million yuan, the scale of financing and pressure expanding. In the face of the huge demand for funds, puts forward higher requirements for the improvement of Tianjin city of affordable housing financing.
This paper uses the method of comparative analysis, literature research and empirical analysis of affordable housing in Tianjin city. The definition of related concepts in the literature review the case, select 2006-2011 years of affordable housing supply data to forecast Tianjin city affordable housing supply in the short term, the Tianjin city affordable housing will increase supply; theoretically, with the increase of the supply of funds is also increasing demand; from a practical point of view, the basis of the analysis of the various types of affordable housing in Tianjin City, the Tianjin city affordable housing financing model is relatively simple, need to improve financing mode. On the basis of the experience of the developed countries, suggestions affordable housing in Tianjin city should establish and improve the Tianjin city affordable housing construction investment company, the establishment of Tianjin city affordable housing investment fund, while relying on the German storage housing The construction of public rental housing for banks and trusts.
The innovation of this paper lies in using the combination forecasting method of affordable housing supply in future changes; two is for the Tianjin city affordable housing classification design improvement. By improving the financing mode of financing mode is helpful to realize the effective supply of affordable housing, to solve the housing problems of low-income families in Tianjin City, further perfect Tianjin city housing market system.
