欧洲主权债务与金融系统危机——基于“新三元冲突”视角的研究

【摘要】：欧元的创立,为处于深度一体化进程中的欧洲部分国家应对传统的"货币三元冲突"提供了制度保证。但受全球金融危机传染及经济衰退影响,欧洲金融与主权债务市场近年来的持续动荡,凸显出分散化的欧元区经济政策架构与高度整合的市场现实之间的新矛盾。本文从新的视角拓展了传统一体化经济理论中的"三元冲突"分析框架,对欧元区金融市场一体化的现实与其当前金融、财政制度缺陷之间的矛盾进行了更为深入的剖析。基于金融与财政体系的"新三元冲突"理论为当前欧洲主权债务及其金融体系的困境提供了更为完整的解释框架。任何针对当前危机所采取的治理手段,或绸缪未来欧元区经济与政治统合方向的战略方案,都应充分理解和认识这一客观约束。
[Abstract]:The creation of the euro provided an institutional guarantee for some European countries in the process of deep integration to deal with the traditional "currency ternary conflict." but it was affected by the contagion of the global financial crisis and the economic recession. The continuing turmoil in Europe's financial and sovereign debt markets in recent years, It highlights the new contradiction between the decentralized economic policy framework of the euro area and highly integrated market reality. This paper extends the "ternary conflict" analysis framework in the traditional integrated economic theory from a new perspective. The reality of the integration of financial markets in the euro area and its current financial situation, The contradiction between the defects of the fiscal system is further analyzed. The "new ternary conflict" theory based on the financial and fiscal system provides a more complete explanation frame for the current European sovereign debt and its financial system's predicament. Any means of governance in response to the current crisis, Or a strategic plan for the future integration of the economic and political direction of the euro zone, should fully understand and understand this objective constraint.
