【摘要】：近几年来,中国通货膨胀率一直保持在较高的水平,而对于以维护公众的利益、稳定人民币币值、充分利用其职能去协助经济发展的中央银行来说,解决中央银行独立性的问题正是抑制通货膨胀的良药。一般定义：是指中央银行相对独立于政府去制定和执行货币政策,履行法定职责,实现货币政策目标。中央银行独立性有四个主要方面,组织方面的独立、人事方面的独立、职能方面的独立和财务方面的独立。中央银行独立性的研究是中央银行制度这个大的理论框架中存在争议较多的一个课题,随着中央银行独立性理论的不断发展,关于中央银行独立性的争论重点已经从中央银行是否应该具有独立性转向应该赋予中央银行何种程度的独立性问题之上。我国的中央银行是中国人民银行。自1984年正式确立单一的中央银行制度以来,在维持经济高速发展和货币币值稳定方面起到了非常重要的作用。但是相对于一些发达国家的中央银行制度而言,在中央银行独立性方面还有很大的改善空间。所以,笔者以2007年的通货膨胀为起点,自中央银行独立性含义叙述,考察我国央行独立性方面的制度和不足,并且着重分析了美国、欧盟及日本的央行制度,了解它们中央银行独立性的具体模式,以及值得我国学习之处,以求找到不足。针对这些不足,借鉴其他国家的先进经验给出自己的的主张,并给出了相应的政策建议。本论文分5部分对中央银行的独立性展开分析：第一部分：对本论文的写作背景进行描述,并就国内外相关著作及作者对中央银行独立性的观点进行简要评论,介绍自己的写作方法。第二部分：对中央银行的独立性制度进行叙述,从而加深对其理解。第三部分：就我国央行独立性制度的现状及不足之处进行研究。第四部分：对中央银行独立性的强弱进行分析的同时,以美国、欧盟、日本为例,在人事、组织、政策、财务四个方面对其深入分析,并研究可供我国央行的借鉴之处。第五部分：针对我国中央银行独立性的不足之处提出改进的方法。
[Abstract]:In recent years, China's inflation rate has been kept at a relatively high level. For the central bank, which protects the interests of the public, stabilizes the value of the renminbi, and makes full use of its functions to assist economic development, Tackling the issue of central bank independence is the cure for inflation. General definition: refers to the relative independence of the central bank from the government in the formulation and implementation of monetary policy, the performance of statutory duties, and the realization of monetary policy objectives. There are four main aspects of the independence of the central bank: organizational independence and personnel independence. Functional and financial independence. The research on the independence of the central bank is a controversial topic in the great theoretical framework of the central bank system. With the development of the independence theory of the central bank, The debate over the independence of the central bank has shifted from whether the central bank should be independent to what degree of independence should be given to the central bank. The central bank of our country is the people's Bank of China. Since 1984, when the single central bank system was formally established, It has played a very important role in maintaining rapid economic development and currency stability. But there is still much room for improvement in the independence of central banks compared to the central banking systems of some developed countries. Taking inflation in 2007 as the starting point, from the meaning of central bank independence, the author examines the system and deficiency of central bank independence in China, and analyzes the central bank system in the United States, European Union and Japan. To understand the specific model of the independence of their central banks, and what is worth learning from in order to find their shortcomings. To address these shortcomings, to draw on the advanced experience of other countries, to give their own opinions. The thesis is divided into five parts to analyze the independence of the central bank. The first part describes the background of this thesis, and briefly reviews the relevant works at home and abroad and the author's views on the independence of the central bank, and introduces his writing methods. The second part: narrates the independence system of the central bank, so as to deepen the understanding of it. The third part: the current situation and deficiency of the central bank independence system in China. Part 4th: while analyzing the independence of the central bank, taking the United States, European Union and Japan as examples, the paper makes a thorough analysis of the central bank in four aspects: personnel, organization, policy and finance, and makes a study of the reference for the central bank of our country. Part 5th: to improve the independence of the central bank in China.
