农村信用社省联社改革模式选择研究

【摘要】:农村信用社是我国农村金融体系的重要组成部分和主力军,也是我国目前农村合作金融的重要主体,是我国政府部门实施扶持“三农”发展重要经济金融政策的机构。深化我国农村信用社管理体制改革,是农村信用社自身稳健发展、获得良好成效的重要前提,也是“三农”可持续、快速发展的重要保障,更是我国构建社会主义和谐社会的客观要求。自2003年开始,我国农村信用社管理体制实行重大改革,核心内容是将农村信用社的管理权下放到省级人民政府,为此,绝大多数省市都选择了“省联社”的管理模式。 我国农村信用社的管理体制,几经政府强制性变革,先后经历了生产大队、人民公社的管理,之后又因中国农业银行的撤销和重新组建等,中国农业银行和中国人民银行交替对其进行管理。我国农村信用社由省联社管理后,农村信用社整体管理成本大大下降,监管效率也得以较大提高,但是这种管理体制也存在一些内在不足,如管理体制的不顺畅,基层信用社的独立自主权不能得到有效保障,对农村信用社的管理重要集中在行政与行业管理方面,而基层社的法人治理有名无实等;此外,省级联社的管理体制未能解决农村信用社多元化经营目标的冲突问题,这也为农村信用社带来了更多的潜在风险。 省级联社的管理模式,,必然面临着深层次的改革。就目前的相关研究来看,省级联社未来改革的模式主要有组建省级农村合作银行、农村商业银行及组建农村信用社行业协会、坚持省联社管理等四种,四种模式对农村信用社管理体制改革的内外部环境条件要求存在一定差异。而就国外农村合作金融发达国家的成功经验来看,合作金融的管理模式并没有最佳选择之说,应结合各地的实际情况,因地制宜,选择适合当地农村信用社自身发展和促进当地经济发展的模式。就我国各省经济发展现状来看,经济发展比较发达的东部及沿海地区可以尝试实行组建省级农村商业银行的管理模式;对于经济发展水平一般,农村经济占据一定地位的中部省份,可以选择组建省级农村合作银行的管理模式;而对于经济发展相对落后,仍需获得政府政策支持的西部省份,应维持目前省联社的管理现状。此外,不管我国各省农村信用社选择何种管理模式,组建农村信用社行业协会,与银监会一同对农村信用社的发展实行外部监管,是极其必要的。
[Abstract]:Rural credit cooperatives are an important part and main force of our country's rural financial system, and they are also the main body of rural cooperative finance in our country at present. It is an important prerequisite for the steady development of rural credit cooperatives and good results to deepen the reform of the management system of rural credit cooperatives in our country by implementing the important economic and financial policies of the government departments to support the development of the "three rural areas," and to deepen the reform of the management system of rural credit cooperatives in China. It is also an important guarantee for the sustainable and rapid development of agriculture, rural areas and farmers, and an objective requirement for building a harmonious socialist society in our country. Since 2003, the management system of rural credit cooperatives in China has been undergoing major reforms. The core content is to transfer the management power of rural credit cooperatives to the provincial people's governments. For this reason, most provinces and cities have chosen the management mode of "provincial credit cooperatives". The management system of rural credit cooperatives in China has undergone several mandatory changes from the government to the production brigade and the management of the people's communes, and then due to the abolition and re-establishment of the Agricultural Bank of China, The Agricultural Bank of China and the people's Bank of China alternately manage it. After the rural credit cooperatives in China are managed by the provincial cooperatives, the overall management costs of the rural credit cooperatives have been greatly reduced, and the efficiency of supervision has been greatly improved. However, there are some inherent deficiencies in this management system, such as the unsmooth management system, the lack of effective protection of the independent autonomy of grass-roots credit cooperatives, and the fact that the management of rural credit cooperatives is mainly focused on administration and industry management. In addition, the management system of provincial cooperatives can not solve the conflict of the diversified management goals of rural credit cooperatives, which also brings more potential risks for rural credit cooperatives. The management mode of the provincial affiliated society is bound to face a deep level of reform. According to the current relevant research, the mode of the future reform of the provincial association mainly includes the establishment of the provincial rural cooperative bank. Rural commercial banks and the formation of trade associations of rural credit cooperatives, insisting on the management of provincial federations, The four modes have different requirements on the internal and external environmental conditions of rural credit cooperative management system reform. However, from the successful experience of developed countries in foreign rural cooperative finance, there is no best choice for cooperative finance management mode. It is necessary to combine the actual situation in various places, to take measures according to the local conditions, to choose the mode suitable for the local rural credit cooperatives to develop themselves and to promote the development of the local economy. In view of the present situation of the economic development of the provinces in our country, Eastern and coastal areas with relatively developed economies can try to implement the management model of setting up provincial rural commercial banks. For the central provinces where the rural economy occupies a certain position in terms of the level of economic development, We can choose to set up a provincial rural cooperative bank management model, while the western provinces, which still need government policy support for the relatively backward economic development, should maintain the current management status quo of the provincial alliance. It is extremely necessary to set up the trade association of rural credit cooperatives and to supervise the development of rural credit cooperatives together with the CBRC, regardless of the management mode chosen by the rural credit cooperatives in various provinces of our country.
