山东省中小微企业信托融资的现状及发展方向

【摘要】：中小微企业在促进产业结构调整、提高就业率、繁荣经济等方而发挥着越来越重要的作用,成为推动国民经济、社会发展和构建和谐社会的重要力量。然而,中小微企业的发展一直受到融资问题的困扰,资金短缺严重制约了中小微企业的发展。近年来,山东省中小微企业信托融资不断发展,信托公司为中小微企业筹集了大量需求资金,信托融资成为解决中小微企业融资难的一个重要渠道。本文以山东省国际信托有限公司为平台,对山东省中小微企业信托融资情况进行了深入调查。以翔实数据为依据,结合访谈、考察获得的信息,对山东省信托业发展状况、山东省中小微企业融资现状以及信托融资现状进行了详细分析。山东省中小微企业采用的信托融资模式主要有：中小微企业集合信托贷款融资和股权收益权转让信托融资。以“远图一号”集合资金信托计划和信元股权收益权转让信托计划两个典型案例对两种融资模式的操作流程、具有的优势以及风险进行了描述。并使用博弈分析对中小微企业信托融资的信用风险以及风险控制措施进行了分析。发现：信托融资对中小微企业摆脱融资难困境具有重要性,但信托融资方式还存在着很多的现实困难和障碍,如信托担保体系不完善、信托产品销售渠道狭窄、信托公司风险控制机制不完善等等问题。山东省中小微企业信托融资未来的发展方向是：进一步完善与信托融资相关的法律法规和中小微企业的信用担保体系,构建中小微企业征信系统;信托公司精致化风险设计,强化内部控制,构建追加融资机制。
[Abstract]:Small and micro enterprises in promoting the adjustment of industrial structure, increase employment, economic prosperity and plays an increasingly important role, has become an important force to promote economic and social development and building a harmonious society. However, the development of small and medium-sized enterprises has been plagued by financing problems, the shortage of funds restricted the development of small and micro enterprises in recent years, Shandong Province Trust Financing of small and medium-sized enterprises development, trust companies have raised lots of capital demand for small and micro enterprises, trust financing has become an important channel for the financing of small and medium-sized enterprises.
This paper takes Shandong International Trust Company Limited as a platform for small and medium-sized enterprises in Shandong province investigate the situation of trust financing. With full and accurate data, combined with interviews, investigation to obtain information, development of the trust industry of Shandong Province, analyzes Shandong province of small and micro enterprise financing and trust financing present situation.
The trust financing mode of small and medium-sized enterprises in Shandong province are: small and medium-sized enterprise collective trust loan financing and equity transfer of usufruct trust financing. With "Yuantu 1" trust fund and the cell right of return on equity transfer trust schemes of two typical cases of two kinds of financing modes of operation process, advantages and risks are described. And the use of trust financing of small and medium-sized enterprises credit risk and risk control measures were analyzed. The game analysis found: trust financing of small and micro enterprises to get rid of the financing difficulties of importance, but the trust financing way still exist many difficulties and obstacles in reality, such as trust guarantee system is not perfect, trust products sales the narrow channels, the trust company risk control mechanism is not perfect and so on.
The future development direction of Shandong Province Trust Financing of small and medium-sized enterprises are: to further improve the relevant laws and regulations and the trust financing of small and micro enterprises and credit guarantee system, construction of small micro enterprise credit system; trust company refined risk design, strengthen internal control, construction of additional financing mechanism.
