农业银行宁夏分行临柜操作风险管理研究

【摘要】:银行是经营风险的特殊企业,风险管理水平决定着银行最终的经营情况。最近几年,国内外发生的操作风险事件层出不穷,并且这些风险事件具有其独特性,使金融机构防不胜防。操作风险事件不仅给商业银行带来经济方面的损失,也对银行声誉造成了无法弥补的重创。本文目的是研究农行宁夏分行临柜业务操作风险管理体系建设情况,首先对商业银行操作风险管理的理论进行介绍,明确操作风险管理的定义、特点及目标,介绍风险的识别和评估,然后分析农业银行临柜业务操作风险管理的现状,目前农业银行已经建立了风险管理组织架构,风险管理流程得到了规范,风险管理制度逐步完善,建立了相对比较成熟的风险识别、评估及测量流程,同时也制订了经济资本计提规则,然而操作风险案件仍时有发生。本文以农业银行发生的临柜操作风险典型案例为分析对象,从人员、操作流程、外部因素、系统原因等多个方面进行剖析,研究这些案例的成因,指明操作风险案件发生的主要原因是管理部门风险管理意识欠缺,内部控制制度不健全,监督监管体系不完善,人员岗位管理不到位等多方面因素,列举农业银行日常业务中存在的风险隐患,最后提出从建立合理的绩效考核方案,完善内部控制体系、完善风险控制监督体系、加强人员管理、组织构架扁平化管理五个方面来应对目前存在的操作风险的问题,切实完善操作风险管理体系。
[Abstract]:Banks are special enterprises operating risk, the level of risk management determines the final operating situation of banks. In recent years, operational risk events at home and abroad have emerged in endlessly, and these risk events have their unique characteristics. Operational risk events not only bring economic losses to commercial banks, The purpose of this paper is to study the construction of the operating risk management system of Agricultural Bank of China's Ningxia Branch, first of all, to introduce the theory of operational risk management of commercial banks. Defining the definition, characteristics and objectives of operational risk management, introducing the identification and evaluation of risks, and then analyzing the current situation of operational risk management in temporary trading operations of the Agricultural Bank of China. At present, the Agricultural Bank of China has established an organizational framework for risk management. The risk management process has been standardized, the risk management system has been gradually improved, a relatively mature process of risk identification, evaluation and measurement has been established, and the economic capital accounting rules have also been formulated. However, the operation risk cases still occur from time to time. This paper takes the typical case of temporary operating risk in the Agricultural Bank as the analysis object, analyzes the personnel, operation process, external factors, system reasons and so on. After studying the causes of these cases, it is pointed out that the main reasons for the occurrence of operational risk cases are the lack of risk management consciousness in management departments, the imperfect internal control system, the imperfect supervision and control system, the inadequate management of personnel posts, and so on. This paper lists the hidden risks existing in agricultural bank's daily business, and finally puts forward the following suggestions: establishing reasonable performance appraisal scheme, perfecting internal control system, perfecting risk control supervision system, strengthening personnel management, The flattening management of organizational structure is to deal with the existing operational risk problems and improve the operational risk management system.
