重庆建设结算型金融中心的路径研究

【摘要】：金融中心建设是国内外各城市加大自身竞争力，完善金融生态环境，促进资金融通、吸引金融机构集聚、辐射周边区域，形成信息疏散枢纽的一个动态的过程。重庆地处重要的战略位置，保税港区的设立，两江新区的成立，渝新欧铁路的建成，加上产业结构的调整带来的机会，东部沿海地区的部分产业正向西部地区转移所带来巨大的金融需求以及人民币日趋国际化所带来的结算需求，重庆政府提出建设结算型金融中心。这是大势所趋，能够跨越式的推动重庆的经济发展。如何建设重庆结算型金融中心是一个具有重大现实意义的迫切性课题。本文的研究目的即为重庆建设结算型金融中心提供相应的理论支持和可供参考的政策建议。首先通过文献分析法，本文归纳了与金融中心形成相关的理论成果，并将金融中心的建设分为四个阶段和两种形成路径，分别为市场自发型形成路径和政府引领型形成机制。在理论研究的基础上，通过对重庆的现状进行分析，主要是对市场因素和政府因素进行对比，得出重庆适合选择政府引领型形成路径来建设结算型金融中心。鉴于新加坡是典型的通过政府引领形成的金融中心，对重庆金融中心建设具有可借鉴性，，本文分析了新加坡的案例，从新加坡政府采取的措施中吸取可行的经验。最后结合重庆现状和新加坡案例的经验，提出重庆建设结算型金融中心的政策建议。本文的研究主要应用了文献分析、因子分析以及案例分析，得出了重庆建设结算型金融中心适合政府引领型形成路径的结论，以及发挥政府的作用使市场因素日趋完善，弥补劣势，做好中长期规划，在动态建设过程中完成政府在初期、发展、成熟和形成阶段中角色的转换，从而实现市场的自我加强功能以及辐射功能的政策建议。
[Abstract]:The construction of financial center is a dynamic process for cities at home and abroad to increase their competitiveness, perfect the financial ecological environment, promote the financing, attract financial institutions to gather, radiate the surrounding areas, and form information evacuation hubs. Chongqing is located in an important strategic position, the establishment of the bonded port area, the establishment of the Liangjiang New area, the completion of the Yuxin and European railways, and the opportunities brought about by the adjustment of the industrial structure. The transfer of some industries in the eastern coastal areas to the west has brought huge financial needs and settlement needs brought about by the increasing internationalization of the RMB. The Chongqing government has proposed the construction of a settlement financial center. This is the general trend of the times. How to build Chongqing settlement financial center is an urgent task with great practical significance. The purpose of this paper is to provide the basis for Chongqing to build settlement financial center. Theoretical support and policy recommendations for reference. First of all, through the literature analysis, this paper summarizes the theoretical achievements related to the formation of financial center, and divides the construction of financial center into four stages and two forming paths. On the basis of theoretical research, this paper analyzes the present situation of Chongqing, mainly compares the market factors with the government factors. In view of Singapore is a typical financial center formed through the government, it can be used as a reference for the construction of Chongqing financial center. This paper analyzes the case of Singapore and draws the feasible experience from the measures taken by the Singapore government. Finally, combining the current situation of Chongqing and the experience of the case in Singapore, the paper puts forward some policy suggestions for Chongqing to build a settlement financial center. The research of this paper mainly applies literature analysis, factor analysis and case analysis, draws the conclusion that Chongqing's construction of settlement financial center is suitable for the government-led formation path, and exerts the role of the government to make the market factor perfect day by day. In the process of dynamic construction, the role of government in the initial stage, development, maturity and formation stage is changed, so as to realize the self-strengthening function of market and the policy suggestion of radiation function.
