【摘要】：纵观世界各国的经济发展,不难发现,无论是发达国家还是发展中国家,都存在着相当数量规模的中小企业；中小企业的大量存在是一个不分国别、不分发展阶段而普遍存在的现实。而实践可以证明,中小企业能够刺激市场竞争、提高市场效率、增加就业机会、推动技术革新、填补行业空缺,在国民经济中发挥着大企业所无法替代的功能和作用。日本作为中小企业发展成功的典范,其中小企业的数量约占企业总数的99%；中小企业为日本社会提供了70%以上的就业机会。而战后日本中小企业之所以能在经济发展和社会稳定方面一直都具有举足轻重的地位,是与日本政府对中小企业政策支持和扶植是分不开的。中小企业在我国国民经济发展中的重要地位同样不言而喻,我国中小企业从最初经济发展舞台上的配角,逐步成长为国民经济的生力军。然而,相对于中小企业的庞大数量及对经济发展的重要作用而言,其发展进程却始终难以摆脱融资约束的桎梏,资金短缺制约着中小企业的发展壮大。日本中小企业发展的成功经验对我国进一步加强中小企业金融支持具有很强的借鉴意义。本篇论文以实证分析为主,以调查得到的数据材料为辅,结合一些文献资料的理论分析,提出研究成果。本论文在已有研究结论的基础上,对日本中小企业金融支持的实践过程进行回顾,并对其金融支持政策进行总结归类,结合我国中小企业发展现状及金融支持存在的不足之处,从多角度提出政策建议。
[Abstract]:Looking at the economic development of various countries in the world, it is not difficult to find that there are quite a number of small and medium-sized enterprises in both developed and developing countries. The reality that exists regardless of the stage of development. And practice has proved that SMEs can stimulate market competition, improve market efficiency, increase employment opportunities, promote technological innovation and fill industry vacancies. Japan, as a successful example of the development of small and medium-sized enterprises, plays an irreplaceable role and function in the national economy. The number of small and medium-sized enterprises accounts for about 99 percent of the total number of enterprises. Small and medium-sized enterprises have provided more than 70% employment opportunities to Japanese society. After the war, Japanese small and medium-sized enterprises have always held a pivotal position in terms of economic development and social stability. It is inseparable from the policy support and support of the Japanese government to small and medium-sized enterprises. The important position of small and medium-sized enterprises in the national economic development of our country is also self-evident. From the initial stage of economic development, the supporting role of small and medium-sized enterprises in our country is also self-evident. However, compared with the large number of small and medium-sized enterprises and their important role in economic development, the development process of SMEs has always been difficult to get rid of the shackles of financing constraints. The successful experience of the development of small and medium-sized enterprises in Japan has a strong reference significance for our country to further strengthen the financial support of small and medium-sized enterprises. Taking the data obtained from the investigation as a supplement, and combining with the theoretical analysis of some literature, the paper puts forward the research results. Based on the existing research conclusions, this paper reviews the practical process of financial support for small and medium-sized enterprises in Japan. It also summarizes and classifies its financial support policies, and puts forward policy recommendations from various angles in light of the current situation of the development of small and medium-sized enterprises in China and the shortcomings of financial support.
