我国农业政策性银行资金筹措改革思路

【摘要】：我国农业政策性金融机构是由国家设立、在经营中以国家信用为基础、在“三农”领域内以金融手段服务于国家的农业政策目标,不以盈利为主要目的金融机构。现阶段,作为我国唯一的农业政策性金融机构-中国农业发展银行,发挥着组织引导社会资金回流农村重要作用,对我国第一产业经济平衡发展和社会和谐做出了贡献,然而也一直存在着资金来源不足和资产负债结构失衡等资金流动性问题。这些问题已影响到农业政策性金融机构自身的可持续发展。本文在已有研究成果的基础上,从国内研究状况入手,对农业政策性金融相关理论和我国农村金融的制度设计及运行效果进行了回顾,针对我国农业政策性银行改革中相对单一的筹资问题进行了较为全面的研究,深入剖析了当前我国农业政策性银行在筹资渠道中存在的发行债券筹资造成筹资成本高企、依赖人民银行再贷款资金影响央行货币调控的主动性、吸收存款筹资效果不甚理想、筹措资本金缺乏动态稳定的补充机制等问题,参照世界各国农业政策性金融在体制上和筹资运作中的实践情况,在总结借鉴国外经验上,就新形势下深化农业政策性银行筹资改革,通过完善职能、健全机制、业务再造和加强同财政合作等方面的政策建议,在实现农业政策性金融机构自身可持续发展的同时,引导更多社会资金回流“三农”,实现农业政策性资金支持我国农业和农村经济发展具有重要理论和实践意义。
[Abstract]:China's agricultural policy-oriented financial institutions are set up by the state, based on state credit, serving the agricultural policy objectives of the country by financial means in the field of "agriculture, rural areas and farmers", and not taking profit as the main purpose of financial institutions.At the present stage, as the only agricultural policy financial institution in China, the Agricultural Development Bank of China plays an important role in guiding social funds back to the countryside, and has contributed to the balanced development of the primary industry economy and social harmony.However, there are still some liquidity problems, such as insufficient sources of funds and unbalanced balance of assets and liabilities.These problems have affected the sustainable development of agricultural policy-oriented financial institutions themselves.On the basis of the existing research results, this paper reviews the relevant theories of agricultural policy finance and the system design and operation effect of rural finance in China from the point of view of domestic research situation.This paper makes a comprehensive study on the relatively single financing problem in the reform of agricultural policy banks in China, and deeply analyzes the high financing cost caused by the issuance of bonds in the current financing channels of agricultural policy banks in China.Relying on the people's Bank of China's reloan funds affects the central bank's initiative in monetary control, the effect of absorbing deposits to raise funds is not ideal, and the lack of a dynamic and stable supplementary mechanism for raising capital, etc.Referring to the practice of agricultural policy finance in various countries in the world in system and financing operation, on the basis of summing up and drawing lessons from foreign experience, deepening the reform of agricultural policy bank financing under the new situation, improving the function and perfecting the mechanism,Policy recommendations on business re-engineering and strengthening financial cooperation with the government, while realizing the sustainable development of agricultural policy-oriented financial institutions, should guide more social funds to return to the "three rural areas".It is of great theoretical and practical significance to realize agricultural policy funds to support the development of agriculture and rural economy in China.
