金谷村镇银行发展战略研究

【摘要】:为了完善我国农村金融体系,提升农村金融对农村经济的支持作用,我国村镇银行突破原有金融机构设立屏障,广泛吸收社会资本,在中国广袤的县域和乡镇生根发芽,通过不断的探索,取得了显著的发展成就,并对县域经济和三农发展产生了积极的影响。然而,由于村镇银行还属于新生事物,在发展过程中逐渐暴露出许多困难和问题,如何有效突破发展障碍,促进村镇银行实现持续健康发展,已成为目前农村金融的一个重要课题。 本文基于对这一问题的思考展开论述,由于目前在全国范围内已设立的村镇银行已达到近1500家,每一家村镇银行都具有独立的法人资格,经营发展状况不一,且所在地域的经济金融情况和社会环境也不尽相同,因此仅从宏观角度对我国村镇银行的整体情况进行分析难以得出具有实际指导意义的理论。为此,本文选择对金谷村镇银行进行实例分析,进而指导金谷村镇银行实际工作,并在此基础上为我国村镇银行发展提供范例和典型经验。 金谷村镇银行均由呼和浩特金谷农村合作银行发起,在体制机制、经营策略、所在地域特征等许多方面均有相似性。本文首先对金谷村镇银行所在的主要地域,即内蒙古地区的金融市场环境和村镇银行发展状况进行了阐述,分析了内蒙古地域环境中村镇银行发展所面临的主要内外部制约因素,这对进一步研究金谷村镇银行具有宏观指导作用。之后,论文对金谷村镇银行的主发起银行进行了介绍,并分析了金谷银行发起设立金谷村镇银行的原因,进而引入金谷村镇银行,对其发展现状进行了详细阐释,在总结经验的同时深入挖掘目前金谷村镇银行在经营管理中存在的主要问题。为了提出解决问题的措施和方案,本文细致分析了金谷村镇银行的内部优势、劣势和外部机会、威胁,并认真研究了金谷村镇银行的市场定位,通过对这些实际情况的综合分析,确定了金谷村镇银行应采取专业化、精细化的发展战略。在长远战略思想的指导下,本文最终提出法人治理完善、经营创新、人力资源优化、企业文化融合、政策争取、搭建管理总部等六项实施策略,促进金谷村镇银行稳健发展。
[Abstract]:In order to improve the rural financial system of our country and enhance the supporting role of rural finance to the rural economy, the village and town banks of our country have broken through the barriers set up by the existing financial institutions, absorbed social capital extensively, and have taken root in the vast counties and towns of China.Through continuous exploration, remarkable achievements have been made, and it has had a positive impact on county economy and the development of agriculture, countryside and farmers.However, as the village bank is still a new thing, it has gradually exposed many difficulties and problems in the process of development. How to effectively break through the obstacles of development and promote the sustainable and healthy development of the village bank,It has become an important subject of rural finance at present.Based on the consideration of this problem, this paper discusses that nearly 1500 village banks have been set up in the whole country at present. Each village bank has its own legal person status, and its management and development status is different.And the economic and financial situation and social environment of the region are not the same, so it is difficult to get the theory of practical guiding significance only from the macro point of view of the overall situation of the village and town banks.Therefore, this article chooses to carry on the example analysis to the Jingu village bank, then guides the actual work of the Jingu village bank, and on this basis provides the example and the typical experience for the development of the village bank of our country.Jingu Village Bank is initiated by Hohhot Jingu Rural Cooperative Bank. It is similar in many aspects, such as system mechanism, management strategy, regional characteristics and so on.Firstly, this paper expounds the financial market environment and the development of village banks in Inner Mongolia, which is the main area where Jingu Village Bank is located.This paper analyzes the main internal and external constraints on the development of village banks in Inner Mongolia, which plays a macro guiding role in the further study of Jingu Village Banks.After that, the paper introduces the main initiating bank of Jingu Village Bank, and analyzes the reasons why Jingu Village Bank was established, and then introduces Jingu Village Bank, and explains its development status in detail.At the same time, the main problems existing in the operation and management of Jingu Village Bank are deeply excavated at the same time of summing up experience.In order to put forward the measures and schemes to solve the problem, this paper analyzes the internal strengths, weaknesses, external opportunities and threats of Jingu Village Bank, and studies the market orientation of Jingu Village Bank.Through the comprehensive analysis of these practical conditions, it is determined that Jingu Village Bank should adopt the development strategy of specialization and refinement.Under the guidance of long-term strategic thought, this paper finally puts forward six implementation strategies, such as perfect corporate governance, management innovation, optimization of human resources, integration of corporate culture, policy struggle, building management headquarters, and so on, to promote the steady development of Jingu Village Bank.
