福建省产业结构调整中的金融支持研究

【摘要】：产业结构调整包含资源配置效率的优化和第二、三产业比重的提升,它不仅是“十二五”期间福建省国民经济和社会发展的重要指标,是确保全面建设小康社会的重要途径,更是福建省当前和未来一段时期经济工作的主要着力点。传统的研究认为影响产业结构调整的因素主要有贸易、政策、需求和供给等,本文认为产业结构调整最直接推动力是资金,因此从紧扣影响现代经济发展的核心要素——金融,研究如何发挥其资源配置的核心功能实现产业结构调整,促进经济又好又快发展,这不仅是我国当前理论界的一大热点,更是实践层面一项亟待解决的重大课题。理论上,本文将以不同的金融制度环境为分析背景,深入探讨金融总量结构(金融资产/GDP)和内部融资结构(直接融资和间接融资比例)对产业结构调整作用的成因、机理,继而在理论分析的基础上构建数理模型进一步论证金融结构对产业结构调整的影响。然后以福建省为例,研究福建省金融结构和产业结构的历史演变、现状问题以及福建金融结构对三大产业调整、变革的支持作用,接着在理论分析的基础上选取金融总量结构、银行信贷市场资金配置比例、股票市场资金配置比例三大指标构建计量模型进行实证检验,结果显示：福建省金融总量结构与第一、二产业比重存在协整关系,与第二产业比重呈正相关关系而与第一产业比重负相关,金融总量的增长对第二产业的作用远远大于第一、三产业,福建省在未来较长的一段时间内产业定位依然以工业为主；以银行信贷为代表的间接资金配置仅与第二产业比重存在长期正相关协整关系,福建整体经济对银行信贷高度依赖,产业结构调整具有明显的银行信贷拉动特征；以股票市场为代表的直接资金配置与第三产业比重存在协整关系且呈正相关,而与第二产业比重存在负相关协整关系,当前福建省证券市场发展滞后,支持产业结构调整的功能机制有待进一步完善。在政府主导型的金融体制环境下,实证结果与理论分析、现实状况均较为相符。最后依据对历史状况分析的结论,从树立指导思想、明确产业结构调整目标、构建现代化金融体系等方面提出加快福建省金融支持产业结构调整的政策建议。
[Abstract]:The adjustment of industrial structure includes the optimization of resource allocation efficiency and the promotion of the proportion of the second and third industries. It is not only an important indicator of the national economic and social development of Fujian Province during the 12th Five-Year Plan period, but also an important way to ensure the overall construction of a well-off society. Fujian Province is the current and future period of economic work the main focus. The traditional research holds that the main factors that influence the adjustment of industrial structure are trade, policy, demand and supply. How to exert the core function of resource allocation to realize the adjustment of industrial structure and promote the sound and rapid development of economy is not only a hot spot in the current theoretical circle of our country, but also an important subject to be solved in practice. In theory, this article will take different financial system environment as the analysis background, deeply discusses the financial aggregate structure (financial assets / GDP) and the internal financing structure (direct financing and indirect financing ratio) to the industrial structure adjustment function causes, the mechanism. On the basis of theoretical analysis, a mathematical model is built to further demonstrate the influence of financial structure on industrial structure adjustment. Then taking Fujian Province as an example, the paper studies the historical evolution of Fujian's financial structure and industrial structure, the current situation and the supporting role of Fujian's financial structure to the adjustment and transformation of the three major industries, and then selects the financial aggregate structure on the basis of theoretical analysis. The quantitative model of capital allocation ratio of bank credit market and capital allocation ratio of stock market is constructed. The results show that there is a cointegration relationship between the total financial structure of Fujian Province and the proportion of the first and second industries. It has a positive correlation with the proportion of the second industry and a negative correlation with the proportion of the primary industry. The effect of the growth of the total amount of finance on the secondary industry is far greater than that of the first and third industries. The industrial orientation of Fujian Province is still dominated by industry for a long period of time in the future. The allocation of indirect funds represented by bank credit only has a long-term positive cointegration relationship with the proportion of secondary industry. Fujian's overall economy is highly dependent on bank credit, and the adjustment of industrial structure has obvious characteristics of bank credit. The direct capital allocation, represented by the stock market, has a positive cointegration relationship with the proportion of the tertiary industry, but a negative correlation with the proportion of the secondary industry. At present, the development of the securities market in Fujian Province lags behind. The functional mechanism to support the adjustment of industrial structure needs to be further improved. Under the environment of government-oriented financial system, the empirical results are consistent with the theoretical analysis. Finally, based on the conclusion of the analysis of the historical situation, this paper puts forward some policy suggestions on accelerating the adjustment of Fujian financial support industrial structure from the aspects of setting up guiding ideology, clarifying the target of industrial structure adjustment and constructing modern financial system.
