全球治理视角下亚欧金融合作机制构建

【摘要】：亚欧合作反映了亚欧政治上彼此借重、经济上互有所需的战略需要,其重要性不容低估。尤其在后危机时代的金融领域,亚欧双方都有合作的强烈愿望与需求,但合作无论从深度、广度都缺乏实质性的进展。亚欧金融合作同时也是全球治理理论的一个重要实践进展。在建立多边的全球金融秩序和金融市场监管架构重组中发挥更大作用是亚欧共同利益所在,亚欧金融实践趋同提供了合作的现实基础,制度化的治理机制使合作从务虚走向务实。有效的亚欧金融合作机制总体框架可以描述为:以风险防范与金融监管能力建设为先导,以亚欧共同基金为平台,深化货币合作和区域一体化经验分享机制,融合亚欧构建多边国际金融体系架构的共同努力。
[Abstract]:The importance of Asian-European cooperation, which reflects the strategic needs of Asia and Europe that they rely on each other politically and economically, should not be underestimated. Especially in the financial field of the post-crisis era, both Asia and Europe have strong desire and demand for cooperation, but there is a lack of substantial progress in terms of depth and breadth of cooperation. Asian-European financial cooperation is also an important practical development of global governance theory. It is in the common interest of Asia and Europe to play a greater role in the establishment of a multilateral global financial order and the restructuring of the regulatory framework of financial markets, and the convergence of financial practices between Asia and Europe provides a realistic basis for cooperation. The system of governance makes cooperation move from retreat to pragmatism. The overall framework of an effective Asia-Europe financial cooperation mechanism can be described as follows: taking risk prevention and financial regulatory capacity-building as a precursor, and taking the Asia-Europe mutual fund as a platform to deepen monetary cooperation and share experiences in regional integration, A joint effort to integrate Asia and Europe into a multilateral international financial architecture.
