G20成员沙特参加与全球经济治理研究

【摘要】:全球金融危机爆发后,二十国集团(G20)走向了全球经济治理的前台和中心,通过快速推进制度化建设和连续举办多次首脑会议,G20取得了丰富成果,也获得了巨大影响力,成为国际经济合作的主要平台,在全球经济治理中日益发挥着核心作用。沙特作为阿拉伯国家中唯一的G20成员,对其参与全球经济治理进行深入研究也具有了日益重要的理论和实践意义。 构建全球经济治理的理论分析框架是本文研究的重要基础。全球经济治理是指主权国家及其延伸力量通过具有约束力和规范作用的国际机制和规则解决全球性经济问题,维持正常稳定的国际经济秩序而采取的联合行动或措施。国家是全球经济治理的主要主体,全球经济治理实质上是国际社会的权力与结构格局及其变动在国际经济领域的反映。全球经济治理主要针对全球经济发展与失衡带来的全球性经济问题,通过治理实现全球贸易、金融、货币、资本、区域经济与国际经济机制的稳定与平衡。全球经济治理的主要研究内容和领域可以分为全球贸易治理、全球金融(货币)治理、全球投资治理、区域经济治理和全球经济治理机制等五个方面。 沙特拥有的诸多优势与条件使其在G20与全球经济治理进程中占有独特地位,发挥着重要作用。沙特之所以能在G20中占有一席之地,从根本上来说在于沙特具有自身的独特优势,主要表现在其拥有的多重代表性、丰富油气资源、巨额金融资金、温和亲西方的外交政策及独特“软实力”等方面。沙特拥有积极参与全球经济治理的强烈愿望,努力发挥在全球经济治理中的大国作用,沙特参与全球经济治理主要体现在全球石油贸易、“石油金融”、“石油美元”、伊斯兰金融、主权财富基金、海湾区域经济合作等方面。在G20框架之下,沙特的全球地位得以进一步凸显,,它增强了G20作为全球经济治理主要机制的代表性、合法性与有效性,提升了G20的权力地位,而G20也成为沙特参与全球经济治理的主要平台。 通过分析可以发现,首先,沙特在全球石油贸易领域及其治理中占有关键而重要的地位。沙特依托自身固有优势在全球石油贸易与权力格局中占据了核心地位,发挥着全球石油供应浮动国、机动国的角色,稳健、温和、合作性的石油政策也使其受到世界各方信任与支持,同时作为OPEC的核心成员也使沙特可以在全球石油贸易治理中发挥更为突出的作用。其次,沙特在“石油金融”、伊斯兰金融领域及其治理中占有关键的基础地位。依托巨额石油美元,沙特的金融实力与影响力不断上升,成为国际金融市场的一支重要力量,沙特在“石油金融”治理中发挥着重要的实体基础地位,也是左右伊斯兰金融发展前景的决定性力量。再次,“石油美元”是沙特参与全球投资和经济治理的重要权力基础。沙特依托巨额“石油美元”成为国际资本和投资市场上不可忽视的重要力量,沙特的投资以及由此带动的海湾地区及全球石油美元的投资动向深深地影响着全球投资市场及其格局,沙特以其重要地位在当今有关“石油美元”与主权财富基金的全球治理中发挥着重要作用。最后,海合会是沙特参与区域经济治理的核心平台,沙特在海合会中始终处于领导核心地位,参与区域经济治理也是其参与全球经济治理的重要内容和基础,沙特的对外经济影响力和全球经济治理作用在海合会的依托下呈现出放大效应。 沙特在全球经济治理中的地位与作用将不断上升,但在短期内对沙特在全球经济治理中的作用期待过高也不现实。从国家在全球经济治理中发挥作用的基础来看,沙特具有较强的经济实力和综合影响力,具有较强的联合他国扩大影响的能力,在当前全球经济治理机制中的话语权和地位也逐步提高,通过G20这一机制更成为全球经济治理的主要大国之一,也是当今全球经济治理变革的重要推动力量。但沙特自身的经济发展特点、国家实力地位和对外关系的特殊性使其在全球经济治理中的作用发挥也受到较为明显的制约。
[Abstract]:After the outbreak of the global financial crisis, the group of twenty (G20) has moved towards the front and center of global economic governance. Through the rapid advancement of institutionalized construction and the continuous holding of several summit meetings, G20 has made great achievements and has gained great influence. It has become the main platform of international economic cooperation and is playing an increasingly important role in global economic governance. As the only G20 member of the Arabia country, Saudi Arabia has an increasingly important theoretical and practical significance for its in-depth study of its participation in global economic governance.
The theoretical analysis framework for the construction of global economic governance is an important basis for this study. The global economic governance refers to the joint action or measures adopted by the sovereign state and its extended forces to solve global economic problems through binding and normative international mechanisms and rules to maintain a normal and stable international economic order. It is the main body of global economic governance. In essence, global economic governance is the reflection of the power and structure of the international community and its changes in the international economic field. Global economic governance mainly aims at global economic problems brought about by global economic development and imbalances. Through governance, Global trade, finance, currency, capital and regional economy are realized. The main research content and field of global economic governance can be divided into five aspects: Global trade governance, global financial (currency) governance, global investment governance, regional economic governance and global economic governance.
Saudi Arabia has a lot of advantages and conditions to occupy a unique position and play an important role in the process of G20 and global economic governance. The reason why Saudi Arabia has a place in G20 is fundamentally its own unique advantages, mainly in its multiple representativeness, rich oil and gas resources, and huge finance. Saudi Arabia has a strong desire to actively participate in global economic governance and exerts its great power in global economic governance. Saudi Arabia's participation in global economic governance is mainly reflected in global oil trade, "oil finance", "oil dollar", and Islamic finance, Under the G20 framework, the global status of Saudi Arabia has been further highlighted by the sovereign wealth fund and the Gulf regional economic cooperation. It has enhanced the representation, legitimacy and effectiveness of G20 as the main mechanism of global economic governance, and enhanced the power status of G20, and G20 has also become the main platform for Saudi Arabia to participate in the global economic governance.
It can be found, first, that Saudi Arabia occupies a key and important position in the global oil trade and its governance. Relying on its own inherent advantages, Saudi Arabia occupies a core position in the global oil trade and power pattern, playing a global oil supply floating country, the role of a mobile country, a robust, moderate, and cooperative oil policy. As a core member of OPEC, Saudi Arabia can play a more prominent role in the global oil trade governance. Secondly, Saudi Arabia plays a key role in the "oil finance", the Islamic financial field and its governance. It has become an important force in the international financial market. Saudi Arabia plays an important solid basis in the "oil finance" governance, and is also the decisive force in the future of the Islamic financial development. The huge "oil dollar" has become an important force that can not be ignored in the international capital and investment market. Saudi Arabia's investment and the resulting investment trends in the Gulf region and the global oil dollar have deeply affected the global investment market and its pattern. Saudi Arabia is now in its position as the present "oil dollar" and the sovereign wealth fund. It plays an important role in global governance. In the end, the GCC is the core platform for Saudi Arabia to participate in regional economic governance. Saudi Arabia is always in the leading position in the GCC, and its participation in regional economic governance is also an important content and foundation for its participation in global economic governance. The GCC is based on the magnification effect.
Saudi Arabia's position and role in global economic governance will continue to rise, but the role of Saudi Arabia in the global economic governance is too high to be expected in the short term. From the basis of the role of the state in global economic governance, Saudi Arabia has strong economic strength and comprehensive influence and has a strong combined influence on the United States. In the current global economic governance mechanism, the power of discourse is gradually improved, and the mechanism of G20 has become one of the major powers of global economic governance, and it is also an important driving force for global economic governance. But the characteristics of its own economic development, the status of national strength and the particularity of foreign relations make it the special nature of its own economic development. The role played by global economic governance is also obviously restricted.
