新型组织化模式下山东郓城棉农融资方案设计

【摘要】：农民融资难是当下大量存在且亟待解决的一个问题。不论是发展农村金融还是推进城镇化建设,农民的融资都是必须解决的一个问题。而在造成农户融资难的原因中,缺乏抵押物,缺少担保人等等很多问题都是可以通过组织化的方法来解决的。因此,与其只从融资层面探讨农户的融资问题,不如先让农民形成一定规模的组织。在农民实现组织化的基础上,为之设计适合采用的融资方案。文章以产业组织理论、交易费用理论、不完全契约理论等作为理论基础,不仅参考了学术界大量关于农民组织化创新的研究成果,同时借鉴了我国包括四川、山东和广东等地采取的农民组织化模式。并且在对这些组织化模式进行深入研究的基础上,以产棉和棉纺织大县郓城县的棉农为例,通过问卷调查和实地调研的方式,对当地棉农组织化程度与融资现状进行一定的了解和评价。结合现实情况,给出适合该群体的组织化建议。主要的组织化模式包括“企业+合作社+农户”、“基地组织+农户”、“中介组织+农户”等等。然后在棉农组织化的基础上,进一步提出购销合同抵押贷款、棉纺织企业提供担保、组织内棉农联保、经济互助等棉农融资的解决方案,从而试图通过这种“两步走”的方式,来更好的解决当下郓城县棉农融资难的问题。
[Abstract]:The difficulty of farmers' financing is a problem that exists a lot and needs to be solved urgently. Whether it is the development of rural finance or the promotion of urbanization, farmers' financing is a problem that must be solved. However, in the causes of farmers' financing difficulties, the lack of collateral, lack of guarantors and so on, many problems can be solved through the method of organization. Therefore, instead of discussing the issue of farmers' financing only from the financing level, it is better to let farmers form a certain scale of organizations. Based on the organization of farmers, a suitable financing scheme is designed. Based on industrial organization theory, transaction cost theory, incomplete contract theory and so on, this paper not only refers to a large number of academic research results on farmers' organizational innovation, but also draws lessons from China, including Sichuan. Shandong and Guangdong and other places to adopt the organizational model of farmers. And on the basis of in-depth research on these organizational models, taking cotton farmers in Yuncheng County as an example, through questionnaires and field investigations, The degree of organization and financing status of local cotton farmers are understood and evaluated. Combined with the actual situation, the organization suggestion suitable for this group is given. The main organizational models include "cooperative farmers", "al-Qaeda farmers", "intermediary organization farmers" and so on. Then, on the basis of the systematization of cotton farmers, we further put forward solutions for financing cotton farmers, such as purchase and sale contract mortgages, cotton textile enterprises providing guarantees, cotton farmers' protection within the organization, and mutual economic assistance, so as to try to adopt this "two-step" approach.
