【摘要】：进入新世纪以来，我国已在2002年首次成功超越美国，成为全球吸引外商直接投资最多的国家，并连续20年稳居吸引外商直接投资最多的发展中国家首位，是世界上最具吸引力的外商直接投资目的地。不可否认，改革开放至今，凭借着外商直接投资这股强大的推动力，，我国取得了许多令世界瞩目的成就，不仅成功超越日本，成为世界第二大经济体，还在政治、科学技术等其他领域取得了不俗的成绩。但随着我国经济体制的深刻转变，资本市场的开放力度也不断加强，外商直接投资表现出了新的发展趋势，并在我国产业的发展过程中产生了一些不良影响，威胁到我国的产业安全。在当今世界范围内都十分关注国家经济安全的大背景下，产业安全问题就显得尤为突出。本文在对国内外学者关于外商直接投资影响一国产业安全的研究成果进行梳理的基础上，详细分析了近年来外商直接投资在我国的发展变化，并结合相关的机理研究，创造性地提出了外商直接投资影响一国产业安全的三条路径——市场机制、分布流向和社会文化。之后，本文紧紧围绕这三条路径，利用大量的真实数据和现实案例从产业控制力、产业结构、产业环境、产业可持续和社会文化五个方面论述了外商直接投资对我国产业安全的影响。这种理论与实证相结合的研究结果表明：外商直接投资的确对我国的产业安全造成了一定程度的影响，应尽快采取有效的应对措施，避免产业危机、甚至经济危机的发生。文章最后，作者借鉴了世界各国在维护自身产业安全方面的成功经验，结合国内外学者在相关领域的重要思想，从政府对外商直接投资的监管、政府在维护产业安全中的作用、企业在自身发展中所应具备的能力以及产业安全预警机制的建立四个角度，尝试性地探索出一条适合我国国情的产业安全维系之路：政府在加强对外商直接投资监管的同时，积极运用行政手段促进相关产业的健康发展；企业在政府宏观产业政策的指引下，努力提高自主创新能力、品牌建设能力。全方位、多角度地维护好我国的产业安全。
[Abstract]:Since entering the new century, China has successfully surpassed the United States for the first time in 2002 to become the country that attracts the most foreign direct investment in the world, and has been the first developing country to attract the most foreign direct investment for 20 years in a row. It is the most attractive FDI destination in the world. Undeniably, thanks to the powerful impetus of foreign direct investment, China has made many remarkable achievements since the reform and opening up to date. It has not only succeeded in surpassing Japan as the world's second largest economy, but also in politics. Great achievements have been made in other fields such as science and technology. However, with the profound transformation of China's economic system and the continuous strengthening of the opening up of the capital market, foreign direct investment (FDI) has shown a new trend of development, and has produced some adverse effects in the process of industrial development in China. It threatens the industrial safety of our country. Under the background of paying close attention to national economic security all over the world, the problem of industrial safety is especially prominent. On the basis of combing the domestic and foreign scholars' research results on the influence of foreign direct investment on the industrial safety of a country, this paper analyzes in detail the development and changes of foreign direct investment in China in recent years, and combines the relevant mechanism research. This paper creatively puts forward three ways for FDI to affect a country's industrial security: market mechanism, distribution direction and social culture. After that, this paper closely revolves around these three paths, using a large number of real data and real cases from industrial control, industrial structure, industrial environment, This paper discusses the influence of foreign direct investment (FDI) on industrial safety in China from five aspects of industry sustainability and social culture. The results of this study show that FDI does have a certain degree of impact on China's industrial safety, and effective measures should be taken as soon as possible to avoid industrial crisis or even economic crisis. Finally, the author draws lessons from the successful experiences of the world countries in maintaining their own industrial security, combines the important ideas of domestic and foreign scholars in relevant fields, from the government's supervision of foreign direct investment, the role of the government in maintaining industrial security. The ability that enterprises should possess in their own development and the establishment of industrial safety early warning mechanism are four angles to try to find a way to maintain industrial safety that is suitable for China's national conditions: the government strengthens the supervision of foreign direct investment (FDI) at the same time, Positive use of administrative means to promote the healthy development of related industries, enterprises under the guidance of the government macro-industrial policy, efforts to improve independent innovation ability, brand building capacity.
