【摘要】：设立村镇银行是我国大力支持农村经济发展的重要举措,村镇银行的设立标志着我国农村金融体制改革不再拘泥于体制内的修修补补,开始寻求体制外的突破。本文正是在这样的背景下,通过研究黑龙江省村镇银行的经营现状,对黑龙江省村镇银行经营现状做一个比较系统、全面、透彻的分析,找出一条在我国目前国情下适合黑龙江省村镇银行发展的路径和模式,激活黑龙江省农村金融市场,形成农村金融市场资金的良性循环,村镇银行与“三农”共生共存,实现黑龙江省村镇银行的可持续发展。本文在结构安排上全文共分为四章,通过对黑龙江省村镇银行的经营现状进行分析,找出其发展过程中存在的劣势和问题,在对国内外村镇银行发展的成功经验进行总结后,提出黑龙江省村镇银行提升持续发展能力的对策建议。第一章,绪论。介绍本文的选题背景和研究意义。第二章,黑龙江省村镇银行经营问题分析。本章以村镇银行设立的背景与要求为切入点,分析村镇银行的经营环境,分析黑龙江省村镇银行的经营模式,评价村镇银行的竞争力。找出黑龙江省村镇银行存在的问题。第三章,黑龙江省村镇银行经营效率评价。本章提出了对黑龙江省村镇银行的经营效率进行评价时应遵循的原则,设置了资本充足率、不良贷款率、拨备覆盖率、资产利润率、成本收入比、涉农贷款比例等6个量化指标,同时,界定了评价标准,对黑龙江省村镇银行的经营效率进行了评价。第四章,国内外村镇银行发展的实践与经验借鉴。本章通过对孟加拉国格来珉银行和我国湖北省村镇银行的经营模式和特点进行剖析和概括比较,得出一些共性经验,获得对黑龙江省村镇银行可持续发展的启示。第五章,提升村镇银行持续发展能力的对策。针对黑龙江省村镇银行发展过程中存在的问题,找出在现有国情下适合黑龙江村镇银行发展的路径和模式,提出改善黑龙江省村镇银行现状的政策建议。
[Abstract]:The establishment of village bank is an important measure to support the development of rural economy in China. The establishment of village bank indicates that the reform of rural financial system in our country is no longer stuck to the repairs within the system and has begun to seek a breakthrough outside the system. Under this background, this paper makes a systematic, comprehensive and thorough analysis of the present situation of the village bank management in Heilongjiang Province by studying the present situation of the management of the village and town bank in Heilongjiang Province. To find out a path and mode suitable for the development of village banks in Heilongjiang Province under the current situation of our country, activate the rural financial market of Heilongjiang Province, form a virtuous circle of rural financial market funds, and co-exist village and town banks with "three rural areas". Realize the sustainable development of Heilongjiang village bank. This paper is divided into four chapters on the structure arrangement, through the analysis of the present situation of the village bank in Heilongjiang province, find out the disadvantages and problems in the process of its development, after summing up the successful experience of the development of the village bank at home and abroad. This paper puts forward the countermeasures and suggestions on how to promote the sustainable development ability of the village and town banks in Heilongjiang Province. Chapter one, introduction. The background and significance of this paper are introduced. The second chapter, the Heilongjiang province village town bank management question analysis. This chapter analyzes the operating environment of the village bank, analyzes the management mode of the village bank in Heilongjiang Province, and evaluates the competitiveness of the village bank with the background and requirements of the establishment of the village bank as the starting point. To find out the problems of Heilongjiang Village Bank. The third chapter, Heilongjiang province village and town bank management efficiency appraisal. This chapter puts forward the principles that should be followed when evaluating the operation efficiency of the village and town banks in Heilongjiang Province, and sets up the capital adequacy ratio, the non-performing loan rate, the reserve coverage rate, the profit rate of assets, the ratio of cost to income. At the same time, the paper defines the evaluation standard and evaluates the operation efficiency of the village and town bank in Heilongjiang province. The fourth chapter, the practice and experience of the development of rural banks at home and abroad. Through the analysis and comparison of the management mode and characteristics of Bangladesh Ge Lai Min Bank and Hubei Province Village Bank, some common experiences are obtained, and the enlightenment to the sustainable development of Heilongjiang Province Village Bank is obtained. Chapter five, the countermeasures to promote the sustainable development ability of village banks. In view of the problems existing in the development of the village bank in Heilongjiang province, this paper finds out the path and mode suitable for the development of the village bank in Heilongjiang province under the existing situation, and puts forward some policy suggestions for improving the present situation of the village bank in Heilongjiang province.
