延边地区利用外商直接投资问题及对策

【摘要】：外商直接投资是一种资本的跨国流动,同时也包含技术和管理方式等多方面的国际交流。资本在国际间流动时,由于对象的不同,会产生两种说法,对投资国来说是对外直接投资,对引资国来说是利用外商直接投资,这笔跨国资本将为投资国和引资国带来一种“双赢”的效果。马克思主义关于“资本输出”和“世界市场”的思想是马克思主义外商直接投资理论的基础,也是重要组成部分。随后马克思主义经典作家大胆地提出了利用外资发展社会主义的思想。改革开放以来,中国共产党人对外商直接投资理论进行了不断发展,不断探索利用外商直接投资的实践方式,我国利用外商直接投资迅速兴起,为我国经济发展带来了强大动力。延边地区依托独特的地域优势、资源优势、政策优势,在上世纪90年代后外商直接投资初见规模,并通过国家扶持、招商引资、对外开放等多种渠道发展起来具有民族特色的外向型经济,延边地区利用外商直接投资取得了举世瞩目的成绩。本文立足延边地区发展实际,以不断发展的马克思主义外商直接投资理论为依据,站在国家长吉图规划战略和“十二五”规划的高度,用大量的理论和数据对延边地区外商直接投资的发展历程、发展现状、存在问题及原因进行系统详尽的分析。在深入分析的基础上指出延边地区利用外商直接投资中存在的规模小、总量不足、效率不高、利用投资不均衡、吸引投资的软硬件环境较差等问题及原因。为此拟提出延边地区利用外商直接投资的思路与对策,即协调好长吉图先导区内的招商政策,营造良性竞争氛围：创新利用外资方式,拓宽利用外资领域,提高利用外资水平；引导外商直接投资的规模、方向、结构；优化外商直接投资环境等方法,扩大利用外商直接投资规模,提高利用外商直接投资质量。真正实现延边地区经济的持续、快速、健康发展,将延边地区真正建设成为中国图们江区域合作开发开放先导区。
[Abstract]:Foreign direct investment (FDI) is a kind of transnational capital flow. It also includes international exchange of technology and management. When capital flows around the world, because of the different objects, there are two kinds of statements, that is, foreign direct investment for the investing country and foreign direct investment for the attracting country. This transnational capital will bring a "win-win" effect for both investors and investors. Marxist thought on "capital export" and "world market" is the basis and important component of Marxist foreign direct investment theory. Then Marxist classic writers boldly put forward the idea of using foreign capital to develop socialism. Since the reform and opening up, the Chinese Communists have continuously developed the theory of foreign direct investment and explored the practical ways of utilizing foreign direct investment, and the utilization of foreign direct investment in our country has risen rapidly. For China's economic development has brought a strong impetus. Relying on its unique regional advantages, resource advantages and policy advantages, Yanbian region began to see the scale of foreign direct investment after the 1990s, and through state support to attract investment, Opening to the outside world and other channels have developed an export-oriented economy with national characteristics, and Yanbian region has made remarkable achievements in utilizing foreign direct investment (FDI). Based on the actual development of Yanbian area, and based on the developing Marxist theory of foreign direct investment, this paper stands at the height of the national Changji Tu planning strategy and the 12th Five-Year Plan. This paper makes a systematic and detailed analysis of the development course, present situation, existing problems and reasons of foreign direct investment in Yanbian area with a large number of theories and data. On the basis of in-depth analysis, the paper points out the problems and reasons of Yanbian area in utilizing FDI, such as small scale, insufficient total amount, low efficiency, unbalanced utilization of investment, poor environment of software and hardware to attract investment, and so on. Therefore, this paper puts forward the ideas and countermeasures of utilizing foreign direct investment in Yanbian area, that is, to coordinate the policies of attracting foreign investment in Changjitu-Pioneer area, to create a favorable competitive atmosphere: to innovate the way of utilizing foreign capital, to widen the field of utilizing foreign capital, and to improve the level of utilizing foreign capital; To guide the scale, direction and structure of foreign direct investment, optimize the environment of foreign direct investment, expand the scale of foreign direct investment and improve the quality of foreign direct investment. In order to realize the sustained, rapid and healthy development of Yanbian's economy, Yanbian region will be built into an open and cooperative development area of China's Tumen River region.
