发展中国家金融开放的时机抉择及政策选择

【摘要】：随着经济金融全球化不断深入,发展中国家实施金融开放成为不可逆转的趋势。虽然古典经济增长理论和发达国家的实践都表明,金融开放将加快一国经济的增长,但实证研究不仅未发现金融开放支持发展中国家经济增长的有力证据,而且这些国家频繁发生的金融危机也引起大家对金融开放的反思。本文以金融开放综合效益为视角,通过研究初始条件对一国金融开放效益的作用,并总结新兴经济体的经验,从而对发展中国家金融开放的实践提出政策建议。论文一共分为六章。论文的第一章为导论部分,简要介绍了本文的选题背景和意义,研究的主要目的和分析方法,以及全文的主要内容和整体框架安排。论文的第二章主要对国内外学者在金融开放方面的研究成果进行简要文献综述,我们按照研究逻辑分别从对金融开放的定义、金融开放的衡量、金融开放的经济增长效应和经济金融风险效应等四个方面进行评述。论文的第三章讨论了金融开放初始条件的理论来源,并对初始条件对金融开放效益的作用机制进行了理论探讨。论文的第四章主要内容是建立金融开放初始条件评估系统,并基于金融开放综合效益,检验估计了各初始条件的门槛目标值。论文的第五章通过简单回顾我国金融开放的进程和开放初始条件的发展状况,运用上一章建立的金融开放初始条件评估系统,对我国改革开放以来(1980年到2010年)实施金融开放的经济金融条件成熟度进行实证分析,并提出我国金融开放的政策建议。论文的第六章通过总结新兴经济体实践经验,给出发展中国家运用宏观审慎管理工具应对国际资本流动冲击的政策建议。
[Abstract]:With the deepening of economic and financial globalization, the implementation of financial liberalization in developing countries has become an irreversible trend. Although the classical economic growth theory and the practice of the developed countries show that financial opening will accelerate the economic growth of a country, the empirical study has not only found no strong evidence that financial openness supports the economic growth of developing countries. Moreover, the frequent financial crises in these countries have also caused the reflection on the financial openness. From the perspective of the comprehensive benefit of financial opening, this paper studies the effect of initial conditions on the financial opening benefit of a country, and summarizes the experiences of emerging economies, and puts forward some policy recommendations for the practice of financial opening in developing countries. The thesis is divided into six chapters. The first chapter is the introduction, which briefly introduces the background and significance of this paper, the main purpose and analysis method of the research, the main content and the overall frame arrangement of the thesis. The second chapter of the thesis mainly summarizes the research results of domestic and foreign scholars on financial openness. According to the research logic, we respectively from the definition of financial openness, the measurement of financial openness, The economic growth effect and economic and financial risk effect of financial opening are reviewed. The third chapter discusses the theoretical origin of the initial conditions of financial opening and the mechanism of the effect of initial conditions on the efficiency of financial opening. The fourth chapter is mainly about the establishment of financial opening initial condition evaluation system, and based on the comprehensive benefit of financial opening, the threshold target value of each initial condition is tested and estimated. In the fifth chapter, by reviewing the process of financial opening and the development of the initial conditions of opening up, we use the financial opening initial condition evaluation system established in the previous chapter. This paper makes an empirical analysis on the maturity of economic and financial conditions for the implementation of financial liberalization since China's reform and opening up (from 1980 to 2010), and puts forward some policy suggestions for China's financial opening. In the sixth chapter, by summing up the practical experience of emerging economies, we give some policy recommendations for developing countries to use macroprudential management tools to deal with the impact of international capital flows.
