关于人民币汇率机制改革的若干问题

【摘要】：如何认识现行人民币汇率机制下形成的以美元为主的外汇储备及通胀的成因,系当前引起关注的热点问题之一。文章从分析国内流行的外汇储备遭遇损失和通胀由外部输入等观点入手,提出货币价值取决于其对等值商品的购买力,一种货币的自我比较与多种货币的相互比较,具有不同意义的观点。再通过对:外贸顺差——外汇储备增加——外汇占款增加——人民币被动多发——国内有效用的商品被稀释的分析,说明巨额外贸顺差导致的货币多发已成为通胀推手。并提出加大汇率波动区间直至放弃管制,让市场决定人民币汇率的政策建议。
[Abstract]:How to understand the formation of dollar-dominated foreign exchange reserves and the causes of inflation under the current RMB exchange rate mechanism is one of the current hot issues. Based on the analysis of the loss of foreign exchange reserves and the external input of inflation, the paper points out that the value of money depends on its purchasing power to the equivalent goods, and the self-comparison of one kind of currency is compared with that of many kinds of currencies. A point of view with different meanings. Then through the analysis of the surplus of foreign trade, the increase of foreign exchange reserve, the increase of foreign exchange account, the passive increase of RMB and the dilution of effective domestic commodities, it is shown that the currency multiple caused by the huge foreign trade surplus has become a driving force of inflation. And put forward the policy suggestion of increasing the range of exchange rate fluctuation and letting the market determine the exchange rate of RMB.
