中国商业银行构建流程银行的方案设计与风险管理

【摘要】:随着金融业的全面开放和外资银行的全面进入,中国商业银行如何进行变革以迎接激烈的市场竞争成为迫切需要解决的问题。要解决商业银行现有的问题,仅仅进行局部的、零星的改革是不够的,中国二十多年的银行改革已经证明了这点。必须结合世界先进的银行再造理论,结合我国经济体系和银行业的特点,建立一套适合我国国情的商业银行再造理论和模式。 在借鉴和分析西方商业银行改革成功的经验时,风靡西方的银行再造成为我国商业银行改革和创新的主要方法。作为服务行业的商业银行由于业务的相似性使业务流程的差别成为商业银行的主要竞争力。处于银行再造核心的业务流程再造成为提高我国商业银行竞争力的有效途径之一。目前,关于业务流程再造的思想和概念的文献不少,但一般性的介绍居多,可操作性不强,而且主要集中在制造型企业。例如:实施银行业务流程再造如何具体展开,实施的步骤是什么,需要哪些方法,工具的支持等重要问题都还处于不明确、不系统的阶段。因此,对商业银行业务流程再造问题进行研究具有很强的理论意义和现实意义。 本文在对国内外的相关文献进行研究的基础上,对中国商业银行传统的部门银行和需要构建的流程银行进行了对比分析,突出了构建流程银行的必要性。本文结合西方银行再造的成功经验,研究了构建流程银行的核心内容是进行流程再造,包括业务流程再造。在业务流程再造中,重点研究了几个主要业务的业务流程再造,并对再造前后的流程进行了对比。
[Abstract]:With the overall opening of the financial industry and the entry of foreign banks, how to reform the Chinese commercial banks to meet the fierce market competition has become an urgent problem to be solved. To solve the existing problems of commercial banks, it is not enough to carry out partial and sporadic reforms, which has been proved by the banking reform in China for more than 20 years. Combining with the advanced theory of bank reengineering in the world and the characteristics of our economic system and banking industry, we must establish a set of commercial bank reengineering theories and models suitable for our country's national conditions. In drawing lessons from and analyzing the successful experience of western commercial bank reform, the popular bank reengineering has become the main method of commercial bank reform and innovation in our country. As a service industry, commercial banks become the main competitiveness of commercial banks because of the similarity of business processes. Business process reengineering (BPR), which is at the core of bank reengineering, has become one of the effective ways to improve the competitiveness of Chinese commercial banks. At present, there are a lot of documents about the thought and concept of BPR, but the general introduction is mostly, the maneuverability is not strong, and it is mainly concentrated in the manufacturing enterprises. For example, how to carry out BPR, what steps to implement, what methods are needed, and how to support the tools are still in the unclear and unsystematic stage. Therefore, it is of great theoretical and practical significance to study the business process reengineering of commercial banks. Based on the research of domestic and foreign literatures, this paper makes a comparative analysis of the traditional departmental banks and the process banks that need to be constructed in China's commercial banks, and highlights the necessity of constructing the process banks. Based on the successful experience of western bank reengineering, this paper studies that the core content of process bank construction is process reengineering, including business process reengineering (BPR). In Business process Reengineering (BPR), several major business processes are studied, and the processes before and after BPR are compared.
