中国国有商业银行效率问题研究

【摘要】:改革开放30余年,中国银行业经历了翻天覆地的变化。在改革的进程中,中国国有商业银行起到了中流砥柱的作用。中国国有商业银行经历了专业银行的恢复与组建,结束了中国银行业“大一统”的时代。通过国有注资、财务重组和股份制改造,于2011年底,中国国有商业银行都已成功上市。但是,我国国有商业银行长期垄断全国银行业,缺乏必要的市场竞争,机构网点过多,,人员冗余,营业费用居高不下,加之各种历史遗留问题使我国国有商业银行普遍效率水平低下。 从理论上,本文系统梳理了国有商业银行效率研究理论和方法,回顾了国有商业银行发展历程,分析了国有商业银行效率现状。从实证上,本文根据2002~2011年10年间中国14家上市商业银行数据,运用DEA分析方法对我国国有商业银行的综合效率、规模效率和纯技术效率进行分析。通过对比中国国有商业银行和股份制商业银行的效率分析发现,中国国有商业银行的综合效率、规模效率和纯技术效率均低于股份制商业银行;中国国有商业银行通过财务重组,组建股份制公司上市后,其综合效率和规模效率有了一定程度的提高;国有注资方式只能在短时间内对中国国有商业银行的效率产生积极影响,经过一段时间的发展,中国国有商业银行自身机制体制的问题又将暴露出来,影响其效率水平。 为从根本上提高中国国有商业银行的效率,应加强中国国有商业银行的风险管理能力,优化中国国有商业银行的经营管理模式,建立中国国有商业银行的科学绩效激励制度、提高中国国有商业银行的金融服务创新能力、提升中国国有商业银行的品牌文化、拓展中国国有商业银行的海外市场业务。
[Abstract]:Reform and opening up for more than 30 years, China's banking industry has undergone earth-shaking changes. In the process of reform, China's state-owned commercial banks have played a mainstay role. China's state-owned commercial banks have experienced the restoration and establishment of professional banks, ending the era of "unification" of China's banking industry. By the end of 2011, state-owned commercial banks had been listed successfully through state-owned capital injection, financial restructuring and joint-stock reform. However, China's state-owned commercial banks have long monopolized the national banking industry, lacking the necessary market competition, excessive institutional network, redundant personnel, and high operating expenses. In addition, various problems left over from history make the general efficiency level of state-owned commercial banks low. Theoretically, this paper systematically combs the theory and method of the efficiency research of state-owned commercial banks, reviews the development course of state-owned commercial banks, and analyzes the present situation of the efficiency of state-owned commercial banks. Based on the data of 14 listed commercial banks from 2002 to 2011, this paper analyzes the comprehensive efficiency, scale efficiency and pure technical efficiency of state-owned commercial banks by using DEA analysis method. By comparing the efficiency of state-owned commercial banks and joint-stock commercial banks, it is found that the comprehensive efficiency, scale efficiency and pure technical efficiency of Chinese state-owned commercial banks are lower than those of joint-stock commercial banks. The comprehensive efficiency and scale efficiency of state-owned commercial banks have been improved to a certain extent after the establishment of joint-stock companies through financial restructuring. The mode of state-owned capital injection can only have a positive impact on the efficiency of Chinese state-owned commercial banks in a short period of time. After a period of development, the problems of the mechanism system of state-owned commercial banks in China will be exposed again, which will affect the efficiency level of the state-owned commercial banks. In order to improve the efficiency of Chinese state-owned commercial banks fundamentally, we should strengthen the risk management ability of China's state-owned commercial banks, optimize the management mode of China's state-owned commercial banks, and establish the scientific performance incentive system of China's state-owned commercial banks. To improve the ability of financial service innovation of Chinese state-owned commercial banks, to enhance the brand culture of Chinese state-owned commercial banks, and to expand the overseas market business of Chinese state-owned commercial banks.
