F商业银行柜面操作风险管理研究

【摘要】:进入20世纪90年代,国内外商业银行操作风险案件频繁发生,有关研究表明商业银行面临的高操作风险很大程度上来自于柜面,该操作风险称为柜面操作风险。柜面操作风险的存在给商业银行经营业务健康发展带来极大的困扰,如何有效防范和控制柜面操作风险,是商业银行当前亟待解决的问题。F商业银行是由一家城市商业银行发展而来的新兴股份制商业银行,近年发展速度较快,规模与效益都有了较大幅度的提升。该行在强化内控管理、防范业务风险方面做了大量基础性工作,也取得一些成效,但由于其本身发展时间不长,经营管理的方式还较为粗放,在柜面操作风险管理方面还存在诸多隐患,对该行柜面操作风险管理进行研究并提出相关措施与方案,具有重要的现实意义。 本文首先引出操作风险及柜面操作风险的定义、特征及表现形式,其次针对F商业银行柜面操作风险管理的现状及当前存在的问题开展分析,实事求是地指出其取得的成绩,也客观地指出存在的不足,紧接着文章对该行柜面操作风险存在问题的成因及柜面操作风险的有效识别与评估开展深入探析,并提出相应的见解,之后对国内外商业银行柜面操作风险管理经验开展研究,最后笔者根据自己的理解从五个层次提出该行柜面操作风险管理体系的构建思路,在如何防控柜面操作风险也分别从物防、技防、人防三方面提出了具体的对策,这些措施汇聚了笔者十几年的工作经验,有较强的操作性,对F商业银行柜面操作风险管理有一定的借鉴作用。 本文创新点在于突出了柜面操作风险管理中人的因素,从F商业银行柜面操作风险存在问题的主观因素“人员因素”分析到F商业银行柜面操作风险防范的“人防对策”,无不透露出笔者对柜面操作风险管理的“本质”理解,本文不足之处在于由于本文内容牵涉到商业银行的一些核心内容,加之笔者收集信息的能力有限,所获取数据还不能完全满足对课题的深入研究,另外一些见解还需要在实践中加以验证。
[Abstract]:In the 1990s, the domestic and foreign commercial banks operating risk cases occur frequently, the relevant studies show that the commercial banks face a high operational risk to a large extent from the counter, this operational risk is called the counter operational risk. The existence of counter operation risk brings great troubles to the healthy development of commercial bank business. How to prevent and control the counter operation risk effectively, F commercial bank is a new joint-stock commercial bank developed from a city commercial bank. The bank has done a lot of basic work in strengthening internal control management and preventing business risks, and has also made some achievements. However, due to its short development time, the way of operation and management is relatively extensive. There are still many hidden dangers in the risk management of counter side operation. It is of great practical significance to study the risk management of counter side operation and put forward relevant measures and schemes. This paper first introduces the definition, characteristics and forms of operational risk and counter operational risk. Secondly, it analyzes the current situation and existing problems in the management of counter operational risk in F commercial bank, and points out its achievements realistically and realistically. It also objectively points out the shortcomings, and then the article makes a deep analysis of the causes of the problems in the operation risk of the bank's counter side and the effective identification and evaluation of the operational risk of the counter side, and puts forward the corresponding opinions. At last, according to my own understanding, the author puts forward the idea of constructing the risk management system of domestic and foreign commercial banks from five levels. In how to prevent and control the operational risks of counter, respectively, put forward specific countermeasures from three aspects of physical control, technical prevention and civil air defense. These measures have gathered the author's more than ten years' work experience and have strong operability. For F commercial bank counter operation risk management has certain reference function. The innovation of this paper lies in highlighting the human factors in the management of counter operational risks. From the subjective factor "personnel factors" of the problems existing in the operational risks of F commercial banks, this paper analyzes the "civil air defense countermeasures" for the prevention of the operational risks of the container operations in F commercial banks. It is revealed that the author understands the essence of the risk management of counter operations. The deficiency of this paper lies in the fact that the content of this paper involves some core contents of commercial banks, and the author's ability to collect information is limited. The obtained data can not fully satisfy the in-depth study of the subject, and some other opinions need to be verified in practice.
