海关特殊监管区域物流金融业务创新

【摘要】:物流金融,,第三方物流服务革命的产物,是为物流产业提供资金融通、结算、保险等服务的金融业务,伴随着第三方物流产业的发展而产生,是现代物流业与传统金融业相结合的复合产业。市场经济的发展,要求充分发挥各类企业的经营活力,尤其是以第三方物流企业动产质押业务为基础的创新融资模式,将成为解决企业融资难和保护债权人权利的良方,为企业获得信贷扶持开辟了另一条希望之路。未来的物流企业,谁能够同时掌握金融和物流两种资源,谁就能够率先抢占市场先机。 传统物流金融组织只是实现资金融通的机构,而现代物流金融理论则更加强调物流金融组织是生产金融产品、提供金融服务、分担客户风险,同时有效管理自身风险的机构,其盈利来源就是承担客户风险的风险溢价。 当前,我国保税港区正值快速发展的关键时期,第三方物流企业如何在合理利用海关特殊监管区的保税策优势,充分考虑我国现行法律法规规定,以及海关对保税货物管理原则的前提下,全力打造物流金融增值服务相配套的新平台,需要我们进行更深入的思考。本文首先研究探讨物流金融的概念、目标,梳理分析当前国内外物流经融发展现状;然后探讨国际贸易融资的概念、类型和我国贸易融资实践中的诸多问题;系统总结质押担保融资和信用担保融资两类物流经融业务模式,围绕管理、市场、法律、信用等方面进行风险归类,并对现有的政策法规、海关商检管理规定进行说明;最后,针对关税质押模式分析业务风险,围绕货权与质物控制,对保税汽车融资监管的业务流程进行再造。
[Abstract]:Logistics finance, the product of the third party logistics service revolution, is the financial business of providing the logistics industry with financing, settlement, insurance and other services, along with the development of the third party logistics industry. Is the modern logistics industry and the traditional financial industry combined with the composite industry. With the development of market economy, it is necessary to give full play to the management vitality of all kinds of enterprises, especially the innovative financing mode based on the pledge of movable property of third-party logistics enterprises, which will become a good way to solve the financing difficulties of enterprises and to protect the rights of creditors. It opens up another path of hope for businesses to get credit support. The future logistics enterprises, who can grasp both financial and logistics resources, will be able to take the lead in the market. The traditional logistics financial organization is only the institution that realizes the fund financing, while the modern logistics finance theory emphasizes that the logistics finance organization is the organization that produces the financial products, provides the financial service, shares the customer risk, and manages the risk of oneself effectively at the same time. Its profit source is to bear the risk premium of customer risk. At present, the bonded port area of our country is in a critical period of rapid development. How to make use of the advantages of the bonded policy of the special customs supervision area reasonably and fully consider the current laws and regulations of our country? Under the premise of the management principle of bonded goods, Customs should make every effort to create a new platform for logistics financial value-added services, which requires us to think more deeply. Firstly, this paper studies the concept and objectives of logistics finance, analyzes the current situation of logistics finance development at home and abroad, and then discusses the concept, types and many problems in the practice of international trade finance. This paper systematically summarizes the two kinds of business models of pledge guarantee financing and credit guarantee financing, and classifies the risks around the aspects of management, market, law, credit and so on, and explains the existing policies and regulations and customs commodity inspection regulations. Finally, according to the customs pledge mode, the business risk is analyzed, and the business process of bonded vehicle financing supervision is reengineered around the control of goods rights and goods.
