一线城市保障性住房政府调节性融资模式研究

【摘要】:本文以我国一线城市的保障性住房政府融资模式为研究对象,在国内外研究现状与相关理论的指导下,结合一线城市的住房情况,构建了保障性住房政府调节性融资模式。以北京市作为一线城市的代表,结合相关事实与数据,对住房平衡基金的效用进行定量分析。针对文章特点,本文采用了文献查阅和网络搜集、定性分析与定量分析、实证分析等研究方法。 首先,阐述并总结了国内外学者关于住房保障及房地产市场调控的相关研究现状,并简要介绍了与本文一线城市保障性住房政府融资模式研究相关的概念与理论,为本文奠定理论基础。 其次,对我国一线城市住房情况的现状与保障性住房现有政府融资渠道进行分析。对商品房领域与保障房领域进行分析,发现一线城市住房领域中的需求失衡与不公问题,对一线城市保障性住房政府融资渠道与执行情况进行分析后发现其中的问题与成因,,为下文住房平衡基金的提出与保障性住房政府调节性融资模式的构建做必要的事实铺垫。 最后,是本文的核心部分,即保障性住房政府调节性融资模式的构建与案例分析。从构建思想、概念界定、设置原理与征收标准、效用及优势等方面对以住房平衡基金构成的保障性住房政府调节性融资模式进行详细阐述。在此基础上,以北京市为代表,结合相关事实与数据,对住房平衡基金的效用进行定量分析,证明其应用价值,并提出完善保障性住房政府调节性融资模式的对策建议。
[Abstract]:This paper takes the government financing mode of affordable housing in first-tier cities of our country as the research object, under the guidance of domestic and foreign research status and related theories, and combines the housing situation of first-tier cities, constructs the government-regulated financing mode of affordable housing. Taking Beijing as the representative of first-tier city, this paper makes a quantitative analysis on the utility of housing balance fund by combining relevant facts and data. According to the characteristics of the article, this paper adopts the methods of literature review and network collection, qualitative analysis and quantitative analysis, empirical analysis and so on. First of all, it describes and summarizes the domestic and foreign scholars on housing security and real estate market regulation and control of the relevant research status, and briefly introduces the first line of urban housing government financing model related to the concept and theory. It lays a theoretical foundation for this paper. Secondly, the paper analyzes the current situation of housing and the existing government financing channels of the indemnificatory housing in our country. Through the analysis of the field of commercial housing and indemnificatory apartment, the author finds out the imbalance and unfairness of demand in the field of housing in first-tier cities, and finds out the problems and causes after analyzing the financing channels and implementation of subsidized housing in first-tier cities. For the following housing balance fund and the construction of affordable housing government regulatory financing model to do the necessary facts. Finally, it is the core part of this paper, that is, the construction and case study of affordable housing government regulatory financing model. From the aspects of construction idea, concept definition, setting principle and levy standard, utility and advantage, this paper elaborates the government regulatory financing mode of affordable housing which is composed of housing balance fund. On this basis, taking Beijing as a representative, combining the relevant facts and data, the utility of the housing balance fund is quantitatively analyzed, its application value is proved, and the countermeasures and suggestions to perfect the government regulatory financing mode of affordable housing are put forward.
