ECFA条件下北部湾经济区对台金融合作研究

【摘要】:2010年6月29日,两岸顺利签署海峡两岸经济合作框架协议(ECFA),这一合作协议的顺利签署,标志着两岸经济合作从此进入制度化合作阶段,以贸易、投资为主要形式的经济合作日益深化,同时两岸金融合作也取得了一定的成效,两岸经济合作的深化也对金融合作提出了更高的要求。 从总体上看,两岸在金融合作进程上有了一定的突破,其合作主要表现在金融机构互设、直接通汇、货币清算机制的建立等方面,但由于台湾当局的政策限制和金融行业所具有的敏感性,金融业合作却远远落后于实体经济的互动和交流,两岸金融的合作仍然处于初级阶段。金融是经济发展的推动器,实体经济只有获得金融的支持,才能够优化经济结构,促使资源的优化配置,提高资金的利用效率。因此,在两岸经济合作的进程中,金融合作所扮演的角色至关重要。 具体到广西北部湾经济区对台金融合作,其合作模式寓于普遍性与特殊性。就普遍性而言,在ECFA框架下,北部湾经济区享受着大陆的各项对台优惠政策,在金融合作方面已经将金融业纳入ECFA早期收获清单。就特殊性而言,由于北部湾经济区地处大陆连接东盟的腹地,优越的地理位置使其成为开拓东盟市场的桥头堡,并且享受着ECFA与CAFTA双重机制,使之成为台湾经济合作的理想之地。 本文将基于两岸金融合作在北部湾经济区对台经济合作进程中的重要作用,从两岸金融合作的大背景出发,从北部湾经济区对台经济合作的金融需求入手,以厦门对台金融合作的经验为借鉴,探讨北部湾经济区内企业,包括台资企业与台湾的金融合作问题。文章首先以介绍区域金融合作的条件与原因为本文的理论基础,其次对两岸金融合作的历程进行深入透彻的介绍,明确两岸金融合作正处于的阶段,在此基础上对双方金融合作的趋势进行科学的分析,以此作为北部湾经济区对台金融合作的大背景。从这一大背景出发,具体分析北部湾经济区产业发展,特别是台商投资产业发展的情况,结合对北部湾经济区金融支持体系的考察,探讨区内产业发展对金融的需求,具体运用定量与定性分析,分别将金融相关比率、金融中介效率以及金融储蓄结构选取作为代表金融发展情况的变量,以人均实际GDP作为经济发展情况的代表变量,通过运用格兰杰因果检验, 判断北部湾经济区产业发展对金融的需求正处于“供给主导”阶段,因此,借助实证的分析结果,具体为经济区内未来的金融支持体系优化提供切实的理论指导。最后,结合北部湾经济区的具体实际,参考厦门对台金融合作取得的显著成效,分析其成功的经验与做法,为后续北部湾与台湾金融合作的政策选择和机制构建提供科学的依据。
[Abstract]:On June 29, 2010, the two sides of the strait successfully signed the Framework Agreement on Economic Cooperation between the two sides of the Taiwan Strait (ECFA), which marked the smooth signing of the cooperation agreement between the two sides of the strait, marking that cross-strait economic cooperation has since entered the stage of institutionalized cooperation to trade. The economic cooperation with investment as the main form is deepening day by day, at the same time, the cross-strait financial cooperation has also achieved some results, and the deepening of cross-strait economic cooperation has also put forward higher requirements for financial cooperation. On the whole, the two sides of the strait have made some breakthroughs in the process of financial cooperation, and their cooperation is mainly manifested in the establishment of financial institutions, direct exchange, the establishment of a monetary clearing mechanism, and so on. However, due to the policy restrictions of the Taiwan authorities and the sensitivity of the financial industry, financial cooperation lags far behind the interaction and exchange of the real economy, and cross-strait financial cooperation is still in its infancy. Finance is the driving force of economic development. Only by obtaining the support of finance, can the real economy optimize the economic structure, promote the optimal allocation of resources and improve the efficiency of the utilization of funds. Therefore, in the process of cross-strait economic cooperation, the role of financial cooperation is very important. Specific to Guangxi Beibu Gulf Economic Zone to Taiwan financial cooperation, its cooperation model lies in universality and particularity. As far as universality is concerned, under the framework of ECFA, Beibu Gulf Economic Zone enjoys various preferential policies to Taiwan from the mainland, and has included the financial industry in the early harvest list of ECFA in terms of financial cooperation. As far as particularity is concerned, because the Beibu Gulf Economic Zone is located in the hinterland of the mainland connecting ASEAN, its superior geographical position makes it a bridgehead to open up the ASEAN market, and enjoys the dual mechanism of ECFA and CAFTA. Make it an ideal place for Taiwan's economic cooperation. Based on the important role of cross-strait financial cooperation in the process of economic cooperation between Beibu Gulf Economic Zone and Taiwan, starting from the background of cross-strait financial cooperation, and starting from the financial needs of economic cooperation between Beibu Gulf Economic Zone and Taiwan, this paper will start with the financial demand of economic cooperation between Beibu Gulf Economic Zone and Taiwan. Based on the experience of Xiamen's financial cooperation with Taiwan, this paper probes into the financial cooperation between enterprises in Beibu Gulf Economic Zone, including Taiwan-funded enterprises, and Taiwan. First of all, the article takes the introduction of the conditions and reasons of regional financial cooperation as the theoretical basis of this paper, secondly, makes a thorough and thorough introduction to the course of cross-strait financial cooperation, and clarifies the stage of cross-strait financial cooperation. On this basis, the trend of financial cooperation between the two sides is analyzed scientifically, which is regarded as the background of financial cooperation between Beibu Gulf Economic Zone and Taiwan. From this background, this paper analyzes the industrial development of Beibu Gulf Economic Zone, especially the development of Taiwan investment industry, and probes into the financial demand for industrial development in Beibu Gulf Economic Zone in combination with the investigation of the financial support system of Beibu Gulf Economic Zone. By using quantitative and qualitative analysis, the financial related ratio, the efficiency of financial intermediary and the structure of financial savings are selected as the variables representing the financial development, and the actual GDP per capita is taken as the representative variable of the economic development. By using Granger causality test, it is judged that the demand for finance in the industrial development of Beibu Gulf Economic Zone is in the stage of "supply-led". Therefore, with the help of empirical analysis, Specifically for the economic zone in the future financial support system optimization to provide practical theoretical guidance. Finally, combined with the specific reality of Beibu Gulf Economic Zone, referring to the remarkable achievements of Xiamen's financial cooperation with Taiwan, this paper analyzes its successful experience and practices. It provides a scientific basis for the policy choice and mechanism construction of financial cooperation between Beibu Gulf and Taiwan.
