【摘要】:改革开放以来,我国经济飞速发展。建筑行业作为我国国民经济的支柱产业,,为推动我国经济增长和社会的全面发展提供了重要的动力。但随着我国基础设施建设的逐步完善和各地建筑市场的迅猛发展,全国范围内土地资源稀缺的状况不断加剧,促使投资者对项目投资控制要求的进一步提高。 在工程项目造价控制的全过程中,一旦项目做出投资决策,控制项目造价的关键就在于设计阶段。国内外研究表明:占总费用不到3%的设计阶段,对整个项目全生命周期成本的影响却超过70%。然而在实际工作中,由于对设计阶段造价控制的轻视,以及对设计阶段造价控制的方法和制度缺乏深入的研究,造成了诸多建设过程中造价失控的现象。而限额设计方法作为设计阶段造价控制的最有效方法之一,在我国工程实际应用中虽取得一定的成效,但仍有较大的改进空间。 有鉴于此,本文以限额设计方法的改进为主体,对建设项目设计阶段的造价控制展开研究。本文首先论述了设计阶段造价控制的研究背景并对设计阶段造价控制的意义进行了详细的分析,明确了本课题的价值及意义。总结分析了国内外的相关研究情况,指出限额设计方法的改进方向。其次讲述了与设计阶段工程造价控制相关的各项概念、程序、目标和原则。再次介绍了设计阶段主要的造价控制方法及理论,包括限额设计方法、价值工程原理、质量功能展开(Quality Function Deployment,简称QFD)法及全生命周期成本(Life Cycle Cost,简称LCC)理论。然后提出了先以QFD法确定设计限额,再运用价值工程原理进行设计限额的初步分配,得出功能目标成本,最后考虑LCC及实际应用中的可操作性问题对功能目标成本进行综合修正的限额设计的改进流程。最后,以某房地产开发项目为例,对改进后的限额设计方法的可操作性进行阐述和论证,并在最后一章对限额设计方法在工程造价控制的应用进行总结和提出展望。
[Abstract]:Since the reform and opening up, China's rapid economic development. The construction industry as a pillar industry of China's national economy, provides an important impetus to promote the comprehensive development of China's economic growth and society. But with the rapid development of China's infrastructure construction and the gradual improvement throughout the construction market, the scarcity of land resources nationwide situation to further improve the growing, investors of the project investment control requirements.
In the engineering project cost control in the whole process, once the investment decision is made, the key control project cost in design stage. The research results show that the total costs less than 3% design stage, the influence of the whole life cycle cost of the project is more than 70%. but in practical work, because of the ignorance of cost control the design stage, lack of in-depth research and design phase of cost control method and system, resulting in cost control of many construction process. And quota design method as the cost control at the design stage of the most effective method of application in our country engineering has made some achievements, but there is still room for improvement great.
In view of this, this paper improved to limit design method as the main research on cost control of construction project design stage. This paper first discusses the design stage cost control research background and the significance of cost control in design stage is analyzed in detail, clear the value and significance of this research. Summarized the research situation in China abroad, pointed out the direction to improve the quota design method. The program cost control and the related concept, the design phase of the project, objectives and principles. Then introduces the cost control theory and method of design stage, including the limit design method, the principle of value engineering, quality function deployment (Quality Function Deployment, referred to as QFD) and the method of life cycle cost (Life Cycle Cost, referred to as LCC) theory. Then put forward by QFD method to determine the design limits, then use the value engineering The principle of the initial distribution of quota design, the target cost function, finally consider the improvement process of quota design feasibility of LCC and application of the comprehensive correction of the target cost function. Finally, a real estate development project as an example, the improved method of quota design can be described and demonstrated the operation and, in the last chapter of the quota design method in the application of engineering cost control are summarized and prospected.
