成渝城乡统筹背景下的新村聚居点公共服务设施面积配置研究

【摘要】：“全国统筹城乡综合配套改革试验区”在成渝地区的建立，体现了中央继续推动西部大开发的战略思想和协调区域发展的战略部署。城乡统筹是成渝地区加速经济转变的基础性战略，要实质地推动城乡统筹发展，务必转变现有城乡二元结构粗放式发展模式走新型城镇化道路，实现城乡一体化，发展社会主义新农村。推动城乡基本公共服务均等化是实现统筹城乡发展的关键因素，新村聚居点公共服务设施是基层公共服务的空间载体，它的有效供给直接影响到新农村社区生活基本保障，也是社会主义新农村建设的关键。一方面成渝城乡统筹所推动的“土地集约化、居住集约化、产业集约化”农村集约化，要求长期形成以散居为主的村庄居住形态进行有效整合形成新村聚居点，亟需一套完善的基本公共服务配置体系予以技术支撑，从而满足民众公共需求，提高区域公共服务质量；另一方面，由于成渝地区新村聚居点其特有聚居模式致使其功能、规模具有一定的特殊性，而现有规范标准赶不上成渝城乡统筹发展步伐，缺乏相关新村聚居点公共服务设施配置的有效准则，在实践层面上没有科学的设计依据，若随意设计造成服务效率低下同时产生极大的资源浪费，因此建构新村聚居点公共服务设施配置体系、规模指标，是当前成渝城乡统筹发展的重要内容，也是“十二五”国家科技支撑计划课题项目《成渝城乡统筹区村镇集约化建设关键技术与示范》（2013BAJ11B00）研究的关键内容。本文以成渝地区新村聚居点公共服务设施为主要研究对象。首先在理论及实践等双重背景条件下对研究概念及范围进行界定，即主要研究保障居民基本需求的新村聚居点公共服务设施指标体系；其次通过对国内21个关于村庄公共服务设施配置标准的国家级及省市级规范标准进行解析，基本确定公共服务设施配置内容，同时也揭示了现有规范标准在面积指标上缺乏适用性；进而对成渝地区已建或待建的新村聚居点进行实地调研及数据收集，依据面积指标优化原则与优化方法进行数据建构，尝试构建适合成渝地区新村聚居点公共服务设施指标体系；最后依据上述所得到的《新村聚居点公共服务设施面积配置标准建议表》对“十二五”课题项目下的几个试点单位：宜宾市李庄镇永胜新村1号聚居点、广汉市西外乡楠林新村2号聚居点及试点以外的宜宾市明威乡燕山新村聚居点等聚居点公共服务设施配置实践提供理论与技术支撑，，以促进新农村建设的健康发展，推动城乡统筹发展，实现公共服务一体化。
[Abstract]:The establishment of the "pilot area of overall Urban-Rural Comprehensive Reform in China" in Chengdu-Chongqing region reflects the central government's strategic thinking of continuing to promote the large-scale development of the western region and the strategic plan for coordinating regional development. Urban and rural planning is the basic strategy to accelerate economic transformation in Chengdu-Chongqing area. In order to effectively promote the overall development of urban and rural areas, it is necessary to change the existing extensive urban-rural dual structure development model and take a new road of urbanization to realize the integration of urban and rural areas. Develop a new socialist countryside. To promote the equalization of basic public services between urban and rural areas is the key factor to realize the overall planning of urban and rural development. The public service facilities in new village settlements are the spatial carriers of grass-roots public services, and its effective supply directly affects the basic security of community life in the new rural areas. It is also the key to the construction of a new socialist countryside. On the one hand, the "intensive land, intensive residential and industrial intensive" rural areas promoted by the urban and rural areas of Chengdu-Chongqing, require the long-term formation of scattered village housing form effective integration to form a new village settlement, In order to meet the public demand and improve the quality of regional public service, a set of perfect basic public service allocation system is urgently needed. On the other hand, due to the unique settlement mode of the new village settlement in Chengdu-Chongqing area, it has the function. The scale has some particularity, and the existing standard can not keep up with the overall development of Chengdu-Chongqing, lack of effective criteria for the allocation of public service facilities in the new village settlement, and there is no scientific design basis in practice. If random design results in low efficiency of service and great waste of resources, therefore, it is an important content of urban and rural development of Chengdu-Chongqing to construct the allocation system and scale index of public service facilities in new village settlements. This paper takes the public service facilities of the new village settlement in Chengdu-Chongqing area as the main research object. Firstly, the concept and scope of the research are defined under the dual background conditions, such as theory and practice, that is, the index system of the public service facilities in the new village settlement, which guarantees the basic needs of the residents. Secondly, through the analysis of 21 national and provincial and municipal standards on the allocation of public service facilities in China, the contents of the allocation of public service facilities are basically determined. At the same time, it also reveals the lack of applicability of the existing standard on the area index, and then carries on the field investigation and data collection to the new village settlement site that has been built or is to be built in Chengdu-Chongqing area, and constructs the data according to the area index optimization principle and the optimization method. Try to construct the index system of public service facilities suitable for the new village settlement in Chengdu-Chongqing area; Finally, according to the above "proposal Table on the area allocation of Public Service facilities in the New Village settlement Point", several pilot units under the "12th Five-Year Plan" project: No. 1, Yongsheng Xincun Village, Lizhuang Town, Yibin City, China. The allocation practice of public service facilities in the public service facilities of Nanglin Xincun No. 2 in Xiwai Township of Guanghan City and Yanshan New Village settlement Point in Mingwei Township of Yibin City, other than the pilot project, provides theoretical and technical support to promote the healthy development of the new rural construction.
