巨型区域中长期发展战略规划内容剖析与启示

【摘要】：伴随全球化的时代特征,以全球竞争力为目标的区域联合发展得到极大推进,为积极应对社会、经济、环境变迁带来的巨大影响,各国大都市区(巨型区域)相继推出新形式的中长期发展战略规划,以更高水平的思维和更广阔的视野探寻城市和区域的未来发展规划。处于转型期的中国大都市区域及各大城市群,面对全球化的时代背景和国家发展趋势,也着手开展新一轮的区域中长期发展战略规划,急需借鉴国际中长期发展战略规划优秀实践经验。本文从跨国、国家、区域和大都会四个不同的层面选取了几十个近年来开展的新兴中长期战略规划实践进行国际比较,对其研究历程、案例类型、研究内容和技术方法进行分析和总结,为我国新型城镇化的开展和巨型区域空间规划,提供国际化的视角和可供借鉴的国际经验。
[Abstract]:With the era of globalization, the regional joint development with the goal of global competitiveness has been greatly promoted, in order to positively respond to the social, economic and environmental changes brought great impact, The metropolitan areas (mega-regions) of various countries have introduced new forms of medium- and long-term development strategic planning one after another to explore the future development plans of cities and regions with a higher level of thinking and a broader vision. Facing the background of globalization and the trend of national development, China's metropolitan areas and major urban agglomerations in the transition period have also embarked on a new round of regional medium- and long-term development strategic planning. It is urgent to learn from the excellent practical experience of international medium-and long-term development strategy planning. In this paper, from the four different levels of transnational, national, regional and metropolitan areas, we select dozens of emerging medium- and long-term strategic planning practices carried out in recent years to carry out international comparison, to its research process, case types, The research contents and technical methods are analyzed and summarized in order to provide an international perspective and international experience for the development of new urbanization and giant regional spatial planning in China.
