中国建筑节能政策顶层设计——把建筑用能总量控制作为我国建筑节能政策的基石

【摘要】：正一、中国建筑节能工作发展现状(一)建筑节能政策发展历程中国建筑节能的发展围绕"不断提高建筑节能率"这个总体目标,按照两个维度三个阶段及五项重点任务来展开。两个维度是指时间和空间,时间即分阶段逐步推开,空间即不同区域(气候区)采取不同的节能政策。三个阶段是,第一阶段:1986~2003年,节能工作试点示范阶段;第二阶段:2004~2007年,节能工作全面推开阶段;第三阶段:2008~至今,节能工作规范深化阶段。五项重点任务是指,新建建筑节能,绿色建筑,既有居住建筑节能改造,公共建筑节能和可再生能源建筑应用。
[Abstract]:First, the current situation of building energy conservation in China (1) the development of building energy conservation policy; the development of building energy conservation in China revolves around the overall goal of "continuously increasing the building energy saving rate." According to two dimensions, three stages and five key tasks. The two dimensions refer to time and space. Time is pushed away step by step, and space is different regions (climate area) adopting different energy saving policies. The three stages are: the first stage: 1986-2003, the pilot demonstration stage of energy-saving work; the second stage: 2004-2007, the comprehensive promotion stage of energy-saving work; the third stage: 2008-present, the energy conservation work standard deepening stage. The five key tasks are energy conservation of new buildings, green buildings, energy saving transformation of existing residential buildings, energy conservation of public buildings and application of renewable energy buildings.
