电子公文流程与传统公文流程的比较研究

【摘要】：随着信息技术的发展以及电子政务的深入实施,公文的形式从传统的纸质文件变为以"比特"为特征的电子文件,这种变化不可避免地引起了公文处理流程的变化。本文通过将电子公文流程与传统公文流程的传递渠道、传递方式、传递时效、流程形态、流程特点、管理思想、管理对象、管理过程、管理范围、管理措施、管理效果等方面进行比较,研究电子公文流程的新特点及其对管理产生的新的要求,以期有助于在电子政务建设过程中实现电子公文流程的再造以及电子公文的高质量归档和长久保存。
[Abstract]:With the development of information technology and the further implementation of e-government, the form of official document has changed from traditional paper document to electronic document characterized by "bit". This change inevitably leads to the change of the process of document processing. This paper uses the electronic document process and the traditional official document process to transfer channels, transmission methods, transfer time, process form, process characteristics, management ideas, management objects, etc. Comparing the management process, management scope, management measures, management effect and so on, to study the new characteristics of electronic document flow and the new requirements for management, The aim is to realize the reengineering of the electronic document process and the high quality archiving and long-term preservation of the electronic document in the process of the construction of e-government.
