从社会科学到社会工程:高校智库的定位策略、问题意识和未来走向

【摘要】：中国高校智库在跨越式发展过程中,出现了定位争议和问题意识模糊的问题,根源在于科学研究和政策实务相对立的传统观念。为此,中央设立了"国家高端智库"试点,从一系列文件中可以分析出决策层的考量与需求。而通过将"社会工程"与"社会科学"相区分,智库的一套选题框架可以展示其独特的问题意识。最后,"知行合一"的智库观念革新,既能引导学术研究产出更多可践行的思想,又克服了传统对策建议的短视。中国特色高校智库的未来走向,是扬弃美国政党政治下的智库模式,在思想市场上承担更多公共职责。
[Abstract]:In the course of the leapfrog development of Chinese university think-tanks, the problems of positioning disputes and vague awareness of problems have arisen, which are rooted in the traditional concepts of the opposition between scientific research and policy practice. For this reason, the Central Committee has set up a pilot project of "National High-end think tanks". It is possible to analyse the considerations and needs of decision makers from a series of documents. And by distinguishing "social engineering" from "social science," A framework for selecting topics by think tanks can demonstrate their unique awareness of problems. Finally, the innovation of the concept of "integration of knowledge and practice" can lead academic research to produce more practical ideas. The future trend of the think-tank with Chinese characteristics is to abandon the mode of think-tank under American political party politics and to assume more public responsibilities in the ideological market.
