互惠共赢:政策网络语境下的美国政治精英与智库

【摘要】：政治精英是美国顶级智库取得成功的关键因素。文章通过数据统计,总结美国顶级智库中政治精英的分布规律,发现政治精英虽然所占比例极低,但广泛分布于智库董事会并担任要职。对于该现象的成因,文章采用政策网络分析工具Muckety进行实证分析,发现在政策网络语境下,政治精英与智库之间存在网络叠加效应和互惠共赢的合作关系。
[Abstract]:The political elite is a key factor in the success of America's top think tanks.This paper summarizes the distribution of the political elite in the top think-tank of the United States through statistics and finds that although the proportion of the political elite is very low, it is widely distributed in the board of directors of the think-tank and holds the important position.As to the causes of this phenomenon, this paper uses Muckety, a tool of policy network analysis, to make an empirical analysis, and finds that in the context of policy network, there is a network superposition effect and a win-win cooperative relationship between the political elite and the think-tank.
