地方社科院智库转型中的科研项目差异化管理

【摘要】：关注地方社科院智库转型中的"存量改革",且聚焦于"存量"中既处于中心地位同时又较少直接触动利益格局的科研项目管理问题。科研项目管理改革的核心线索是差异化管理:首先需要对项目进行科学的分类;其次,在选题和成果评价环节,需要分别强调选题环节的独立性与成果评价方式的多元化,并将其与不同类型项目的差异化管理结合起来;最后,对于社会科学性质的研究,需要建立规范有效的实地调研组织保障制度。
[Abstract]:This paper focuses on the "stock reform" in the transformation of the local academy of social sciences think-tank, and focuses on the scientific research project management which is not only in the central position in the "stock" but also has less direct impact on the pattern of interests. The core clue of scientific research project management reform is differentiation management: first, scientific classification of projects is needed; secondly, in the link of topic selection and achievement evaluation, the independence of topic selection and the diversification of achievement evaluation methods should be emphasized respectively. Finally, for the research of the nature of social science, it is necessary to establish a standardized and effective field research organization security system.
