日本智库的发展现状及问题

【摘要】：日本智库在经历了四次发展高潮以及调整期后,形成了由政府系统智库、企业系统智库以及民间独立智库等构成的智库体系,在日本经济社会发展过程中发挥着提供决策建议、储备政府及政策人才以及唤起民众参与政策制定等功能。为了改变日本智库存在的过度依赖母体或政府、政策建议功能停滞等问题,日本也在摸索着改变决策机制、构建智库网络、建立新型智库等方面的改革。
[Abstract]:After four periods of development and adjustment, Japanese think tanks have formed a system of think tanks composed of government system think tanks, enterprise system think tanks and private independent think tanks, which are playing a role in providing policy advice in the process of Japan's economic and social development. Reserve government and policy personnel and arouse public participation in policy making and other functions. In order to change the problems of excessive dependence on the parent or government and stagnant function of policy advice, Japan is also exploring the reform of changing the decision-making mechanism, constructing a network of think tanks and establishing a new type of think tanks.
