智库发展路径的差异化政策分析——基于两类智库的功能比较研究

【摘要】：高校智库与党校智库之间存在着功能实现途径的模式化差异、功能实现基础的系统化差异和组织发展方向的结构化差异。功能实现途径的模式化差异表现在功能定位和实现模式等方面;功能实现基础的系统化差异表现在知识载体和学科优势等方面;组织发展方向的结构化差异表现在激励机制与虚拟组织形态的发展差异、沟通机制与国际合作机制的发展差异等方面。讨论这些差异,有助于分门别类引导智库实行差异化发展战略,更加精准的实现其决策咨询功能。只有在制度和行为的差异比较中,才能建构起解释力强的理论。
[Abstract]:There is a pattern difference between the university think tank and the party school think tank, the systematic difference of the function realization foundation and the structuralization difference of the development direction of the organization. The stylized differences of functional realization approaches are manifested in the aspects of function orientation and realization mode, and the systematic differences in the basis of functional realization are manifested in the knowledge carriers and the advantages of disciplines, and so on. The structural differences in the direction of organizational development are manifested in the development differences between the incentive mechanism and the virtual organization form, and between the communication mechanism and the international cooperation mechanism, etc. The discussion of these differences is helpful to guide think-tanks to carry out differentiation development strategy and to realize their decision consulting function more accurately. It is only in the comparison of system and behavior that the theory of strong explanation can be constructed.
