我国高等工程教育内部质量保障体系研究

【摘要】:当前我国正处于社会主义建设的关键时期,加快转变经济发展方式,调整经济结构,大力建设创新型国家,改变我国以往“制造大国”的称号,因此工业产业界面临着根本的变革,对人才的要求不再是“制造者”而是“创造者”,企业需要的是能够从事工程设计与开发的创新人才,这些要求都给我国的高等工程教育赋予了新的使命,工程教育改革势在必行,保障工程教育质量,构建工程教育质量保障体系,特别是发挥高校自我管理的内部质量保障体系是培养高素质工程技术人才的重要手段。为此,本文对我国高等工程教育内部质量保障体系进行系统分析,试图通过文献研究和国际比较的方法探讨我国高等工程教育内部质量保障体系的现状与问题,并借鉴国外高校的先进经验对我国构建高等工程教育内部质量保障体系以启示。首先从构建我国高等工程教育内部质量保障体系的理论基础入手,分析了系统论、全面质量管理理论和PDCA循环理论,构建高校内部质量保障体系要以系统论的视角,以全面质量管理理论的思想为指导,遵循PDCA循环的科学工作程序;在此基础上回顾了我国高等工程教育的发展历程,分析当前内部质量保障体系的现状及存在的问题,并找出存在问题的原因;接着从特征、功能、要素、结构和动力机制等方面对高等工程教育内部质量保障体系进行系统分析,特征主要包括系统性、整体性、周期性、目的性和适应性,功能主要有渗透质量文化、诊断与调控、激励与约束几方面,要素主要包含主体要素和客体要素,这是高校内部质量保障体系的重要组成部分,对其结构进行分析可以看出整个质量保障体系是如何运行的,包括目标系统、组织系统、评估和监控系统、信息收集和反馈系统、支持系统,动力机制包括激励与约束机制、竞争机制、内部管理机制和质量保障长效机制;通过对比发达国家美国、德国和英国工程教育的发展以及其建设工程教育内部质量保障体系的先进经验,可以看出几个国家在内部质量保障的建设方面存在着一些相同点,如在质量目标的制定、组织机构和质量文化的建设方面都有相似之处。最后,通过以上分析提出构建我国高等工程教育内部质量保障体系的几点建议,以期可以推动我国高等工程教育的改革,提高工程教育质量。
[Abstract]:At present, our country is in a crucial period of socialist construction. We are speeding up the transformation of the mode of economic development, readjusting the economic structure, making great efforts to build an innovative country, and changing the title of "manufacturing power" in the past. Therefore, the industrial industry is faced with fundamental changes. The demand for talents is no longer "maker" but "creator". What enterprises need is innovative talents who can be engaged in engineering design and development. All these requirements have given China's higher engineering education a new mission. It is imperative to reform engineering education, to guarantee the quality of engineering education and to construct a quality assurance system of engineering education. Especially, the internal quality guarantee system of self-management is an important means to cultivate high-quality engineering talents. Therefore, this paper makes a systematic analysis of the internal quality assurance system of higher engineering education in China, and attempts to discuss the present situation and problems of the internal quality assurance system of higher engineering education in China by means of literature research and international comparison. Learning from the advanced experience of foreign colleges and universities, we can construct the internal quality assurance system of higher engineering education in China. Starting from the theoretical basis of constructing the internal quality assurance system of higher engineering education in China, this paper analyzes the system theory, total quality management theory and PDCA cycle theory, and constructs the internal quality assurance system in colleges and universities from the perspective of system theory. Guided by the theory of total quality management and following the scientific working procedure of PDCA cycle, this paper reviews the development course of higher engineering education in China, analyzes the present situation and existing problems of internal quality assurance system. Then it systematically analyzes the internal quality assurance system of higher engineering education from the aspects of characteristics, functions, elements, structures and dynamic mechanisms, which mainly include systematic, holistic, periodic, and so on. The purpose and adaptability, the functions of which mainly include infiltrating quality culture, diagnosis and regulation, encouragement and restriction. The main elements include main elements and object elements, which is an important part of the internal quality assurance system in colleges and universities. By analyzing its structure, we can see how the whole quality assurance system works, including target system, organization system, evaluation and monitoring system, information collection and feedback system, support system, dynamic mechanism including incentive and constraint mechanism. Competitive mechanism, internal management mechanism and long-term quality assurance mechanism; by comparing the development of engineering education in developed countries, the United States, Germany and Britain, and their advanced experience in building internal quality assurance system in engineering education, It can be seen that there are some similarities in the construction of internal quality assurance in several countries, such as the establishment of quality objectives, the construction of organization and quality culture. Finally, some suggestions on the construction of internal quality assurance system of higher engineering education in China are put forward through the above analysis, in order to promote the reform of higher engineering education in China and to improve the quality of engineering education.
