基于供应链的河南中烟烟用材料供应商选择评价研究

【摘要】：根据国家烟草专卖局公布的官方数字分析,平均成品卷烟单箱成本中,约40%-50%为烟用材料成本,由此可知,烟用材料是烟草工业企业极其重要的物资。与此同时,随着经济全球化的发展以及供应链思想的广泛运用,现在市场竞争的范围逐渐变大,已由企业间的竞争逐渐变为供应链与供应链之间的竞争,而烟用材料供应商作为烟草供应链的源头,担负着烟用材料输入的职责,其质量的好坏与烟草工业企业的库存水平、卷烟质量与成本、提前期、生产的连续性、顾客满意度等方面息息相关,进而会影响整条供应链的业绩。因此,科学地选择烟用材料是烟草工业企业提高产品和服务质量,增加企业经济效益,降低企业成本的重要途径。而目前,河南中烟A类烟用材料供应商与B类烟用材料供应商数量众多,已达到了200多家。面对如此众多的烟用材料供应商,虽然河南中烟已采取了一系列的措施对供应商进行选择、评价以及后期的管理,从供应商资质评审、选择、评价到供应商管理考核等方面均制定了相应的办法文件,但根据实际的调研分析可知,其供应商选择评价方面仍存在着一些不合理、不科学或执行力度不够的地方。本文首先结合烟用材料供应商的特点以及河南中烟的实际情况,从产品能力、合作支持力、生产水平、企业环境与信誉四个方面构建河南中烟烟用材料供应商选择评价指标体系。其次,通过层次分析法与熵值法组合赋权,建立了基于改进的灰色关联分析选择评价模型,并按照关联度的大小对烟用材料供应商的竞争力进行排序,同时对河南中烟进行实证分析进而验证该模型的有效性。最后针对河南中烟在烟用材料供应商选择评价方面存在的不足提出了具体配套实施建议。为以后烟草工业企业科学、客观的选择评价烟用材料供应商提供了具体、可操作性的方法,具有很强的理论和现实借鉴意义。
[Abstract]:According to the official figures published by the State Tobacco Monopoly Administration, the average cost of a single box of finished cigarettes is about 40% to 50% of the cost of tobacco materials. Tobacco material is an extremely important material for tobacco industry enterprises. At the same time, with the development of economic globalization and the wide application of supply chain thought, the scope of market competition is gradually increasing. The competition between enterprises has gradually changed into the competition between supply chain and supply chain. As the source of tobacco supply chain, the supplier of tobacco materials is responsible for the input of tobacco materials. Its quality is closely related to the inventory level of tobacco industry enterprises, cigarette quality and cost, lead time, production continuity, customer satisfaction and so on, which will affect the performance of the whole supply chain. Scientific selection of tobacco materials is an important way for tobacco industry enterprises to improve the quality of products and services, increase the economic benefits of enterprises, and reduce the cost of enterprises. There are more than 200 suppliers of class A and B tobacco materials in Henan Province, facing so many suppliers of tobacco materials. Although Henan Zhongyan has taken a series of measures to select, evaluate and manage suppliers from supplier qualification evaluation, selection. Finally, the author puts forward some concrete implementation suggestions for the tobacco industry in the future, aiming at the shortcomings of Henan Zhongyan in the evaluation of tobacco material supplier selection.
