AF公司安全生产管理流程的研究与优化

【摘要】:在当前世界经济全球化、信息技术飞速发展及市场日趋激烈的竞争环境下,钢铁企业正面临着愈来愈严峻的挑战和压力,设计和改进安全生产管理流程成为钢铁企业这一高风险行业运营过程中的重要工作之一。本文从运营管理学的角度出发,,理论与实际案例相结合,立足AF钢铁公司实例,在了解其生产工艺流程以及现有安全生产管理工作方式、范畴后,笔者发现AF公司仍在采用传统的安全生产管理模式,安全管理工作的着眼点主要放在系统运行阶段,安全生产管理流程为“事后处理”模式。由于这种模式存在许多弊端,致使事故不断发生,制定的管理流程逐渐与生产脱离,安全管理工作停留在“体系建设”状态。钢铁企业安全生产管理的对象并不是事故,而是风险。准确认知风险,使风险从可控到在控,才是真正安全的企业。故此,本文在为AF公司设计安全生产管理流程优化方案时重点考虑钢铁企业事故频发的原因、AF公司现有的安全管理模式以及如何使优化后的安全生产管理流程能够真正为AF公司所用,为之发挥作用,最终提出了基于风险管理理论的预防型安全生产管理流程的优化方案,并对核心安全生产管理流程及其涉及到的安全生产目标管理流程、危害控制流程、人为失误管理流程、事故应急救援流程、安全生产绩效测量和监视管理流程进行了优化设计。 随后又为该企业制定了与流程优化方案相配套的各项保障措施,并对该流程优化方案进行了实施效果评价,以期进一步提升企业安全生产流程效率和管理服务水平,进而有效改善全程供应链管理水平、降低成本、提高产品质量、加强企业竞争力,并为其他相关企业的安全生产管理流程优化带来借鉴意义。
[Abstract]:With the globalization of the world economy, the rapid development of information technology and the increasingly fierce competition in the market, iron and steel enterprises are facing more and more severe challenges and pressures. Designing and improving the safety production management process has become one of the important work in the operation process of the high risk industry of iron and steel enterprises. From the point of view of operation management, this paper combines the theory with practical cases, and bases on the example of AF Iron & Steel Company. After understanding its production process and the existing work mode of safety production management, the author finds that AF Company is still adopting the traditional safety production management mode, and the focus of safety management is mainly on the system operation stage. The management process of safety production is the mode of "handling after the event". Due to many disadvantages of this mode, accidents occur constantly, and the management process is gradually separated from production. Safety management work stays in the state of "system construction". The object of safety management in iron and steel enterprises is not accidents, but risks. This paper focuses on the reasons of frequent accidents in iron and steel enterprises and how to make the optimized production safety management flow be used by AF Company. In order to bring it into play, the optimization scheme of preventive production safety management process based on risk management theory is put forward, and the core safety production management process and its related safety production target management flow and hazard control flow are discussed. Human error management process, accident emergency rescue process, safety performance measurement and monitoring management process were optimized. After that, the guarantee measures matching with the process optimization scheme are worked out for the enterprise, and the implementation effect of the process optimization scheme is evaluated in order to further improve the efficiency of the enterprise production safety process and the level of management and service. Then it can effectively improve the whole supply chain management level, reduce the cost, improve the product quality, strengthen the competitiveness of enterprises, and bring reference significance for the optimization of the safety production management process of other related enterprises.
