华北电网集成化“大物流”系统的优化与重组

【摘要】:近年来,随着电网改革的不断深化,传统的物流管理模式已不再满足当代电力市场的发展需求。鉴于此,电力企业必须紧随时代脚步,打破旧习俗,整合新资源,以降低企业生产和运营成本为目标,争取获得最大的经济效益。本文即是在国网“三集五大”的改革思想下,针对现有的一套面向华北电网公司的基于集成化“大物流”系统的应用情况进行总结与反馈。此外,本文通过对该系统优化与重组工作,其目的是为网省公司建立起更科学合理的物资管理体系,构建更统一、规范、务实的物资管理模式,并采用现代化物流管理技术,将其物资管理流程真正做到集成化、统一化和规范化。 本文以“大物流”思想为研究背景,在明确了研究目的、内容和方法的基础上,论述了华北电网物资系统当前在物资管控方面的应用现状及存在问题。通过对这些问题进行研究与分析,并有的放矢地进行部门、资源的集成化优化与重组。与此同时,本文还有目的地借鉴了先进得管理经验和相关的核心理论,以“大物流”思想主线,为集成化物流管理系统的后期建设奠定充足的理论基础。并在此基础上,构建了以华北电网为对象的新型集成化“大物流”管理模式。该模式继承了国网“一级管控,二级作业”的管控体系和“统一平台,三个中心”的运作机制,以建立、优化合理的供应链管理中心、物资部和物流管理中心组织体系为主要内容,对全网的物资管理实行电子目录采购管理、寄售管理、定额管理、供应商管理、配送管理以及废旧物资管理等一体化的物资管理机制。 华北电网集成化“大物流”系统的成功实施从根本上提升了传统电网物流管理系统的运营模式,有助于提高电网企业物资信息的交互与共享能力,突出了物资管理的集成化效果。实践表明,使用本文所构筑的集成化“大物流”管理平台,将会促进华北电网全网范围内外的物资流通效率,有效地降低企业的物资运营成本,全方位地提升了企业的物资管控能力。
[Abstract]:In recent years, with the deepening of the power network reform, the traditional logistics management mode is no longer able to meet the development needs of the contemporary electricity market. In view of this, the electric power enterprises must follow the step of the times, break the old customs and integrate new resources. In order to reduce the cost of production and operation of enterprises, and strive to obtain the greatest economic benefits, this paper is based on the reform idea of "three sets and five" of China National Network. This paper summarizes and feedback the application of a set of integrated "big logistics" system for North China Power Grid Company. In addition, this paper optimizes and reorganizes the system. Its purpose is to establish a more scientific and reasonable material management system for the network company, to build a more unified, standardized and pragmatic material management model, and to adopt modern logistics management technology to truly integrate its material management process. Unification and standardization. This paper takes the thought of "big logistics" as the research background, on the basis of defining the purpose, content and method of the research. This paper discusses the current situation and existing problems of material management and control in North China Power Grid. Through the research and analysis of these problems, the integrated optimization and reorganization of resources and departments are carried out in a targeted manner. At the same time, This paper also purposefully draws lessons from advanced management experience and related core theory, taking the main line of "big logistics" thought to lay a sufficient theoretical foundation for the later construction of integrated logistics management system. A new integrated "big logistics" management model for North China Power Grid is constructed, which inherits the national network's management and control system of "one level control, two level operation" and the operation mechanism of "unified platform, three centers". Optimize the reasonable supply chain management center, the organization system of the material resources department and the logistics management center as the main content, implement the electronic catalogue purchasing management, consignment management, quota management, supplier management to the whole network material management, Distribution management and waste materials management and other integrated material management mechanism. The successful implementation of the integrated "big logistics" system in North China Power Grid has fundamentally enhanced the operation mode of the traditional power grid logistics management system, and helped to improve the ability of the power grid enterprises to interact and share material information. The integration effect of material management is highlighted. Practice shows that using the integrated "big logistics" management platform constructed in this paper will promote the material circulation efficiency inside and outside the whole network of North China Power Grid, and effectively reduce the material operation cost of enterprises. Improve the material control ability of the enterprise in all directions.
