中国药品流通供应链中资金流困境问题研究

【摘要】：随着新医改进一步推进和全球经济竞争的加剧,药品流通供应链的资金流严重萎缩,导致供应链的运营效率低下,也直接影响着药品供应保障体系和药品安全。通过研究资金流短缺的成因可知,资金流管理平台的稳定性和有效性依赖于政府、银行和医药供应链主体之间的高度协作,政府应该通过有效的制度安排来推动资金流管理平台的实施,银行应积极嵌入供应链做好资金流的管理服务,流通企业应适度扩张,加强现金管理来优化整个供应链中的资金流,医疗机构应优化库存缩短回款周期,制药企业应在平衡药品需求和生产计划的基础上减轻"牛鞭效应"。
[Abstract]:With the development of the new medical reform and the aggravation of the global economic competition, the fund flow of the pharmaceutical circulation supply chain shrinks seriously, which leads to the inefficient operation of the supply chain and directly affects the drug supply security system and drug safety. By studying the causes of fund flow shortage, we can see that the stability and effectiveness of fund flow management platform depend on the high cooperation among government, bank and pharmaceutical supply chain. The government should promote the implementation of the fund flow management platform through effective institutional arrangements, banks should actively embed the supply chain to do a good job of capital flow management services, and circulation enterprises should expand moderately. Strengthen cash management to optimize the capital flow in the whole supply chain, medical institutions should optimize inventory to shorten the payback period, pharmaceutical enterprises should reduce "bullwhip effect" on the basis of balancing drug demand and production plan.
