供应链管理下大唐集团集约化电煤物流管理模式研究

【摘要】:燃料其中主要是煤炭是火力发电企业必须大量消耗的原材料。由于燃料品种与质量对火力发电安全生产运行有重要影响,燃料消耗数量与价格在很大程度上决定发电生产成本的大小,对企业经营效益有很大影响,因此,火力发电企业历来十分重视燃料工作。截至2012年底,中国大唐集团公司(以下简称集团公司)总装机容量达到1.14亿千瓦,其中火电装机容量约占总装机容量的78%,年采购和消耗原煤近2.15亿吨,燃料成本占总发电成本的72.30%。因此,以煤炭采购为主的燃料管理不仅直接关系到集团公司生产活动的正常运营,,而且也已经明显影响和威胁到了集团公司的经济效益甚至经营安全,成为集团公司不得不面对并着力解决的重大问题。 本文首先对现代物流管理、供应链管理的基本理论进行了深入的分析,在此研究基础上对目前大唐集团电煤物流管理模式的现状进行了探讨,并提出了适合大唐集团电煤物流可持续发展的解决方案,即在学习借鉴国内外电煤物流管理先进理念、先进模式的基础上结合自身实际建立可实施可操作的集约化物流管理模式。在此基础上,本文还从电煤物流管理的层次、主体、主体功能以及物流主体商业模式四个方面对大唐集团集约化电煤物流管理模式进行了设计,同时还从必要性和可能性两方面验证了大唐集团建立集约化电煤物流管理模式的可行性。最后,本文重点从煤炭企业、交通运输、政府管制政策、政府宏观经济政策以及集团公司经营战略五个方面详细分析了影响大唐集团电煤物流管理模式选择的因素,对大唐集团电煤物流管理模式进行了选择。本文认为大唐集团在当前物流管理现状下可选择的物流管理模式有两种:第一,适合改革初期的以区域燃料公司为主导的物流管理模式;第二,燃料管理职能部门与燃料公司一体化运作,但以集团燃料公司为主的物流管理模式。大唐集团可以根据不同阶段的需要进行选择。最终,本文结合大唐集团发展战略和燃料管理现状,提出了一系列实施策略保障大唐集团集约化物流管理模式的实施。
[Abstract]:Coal, the main fuel, is the raw material that thermal power companies must consume in large quantities. Because the variety and quality of fuel have an important influence on the safe operation of thermal power generation, the quantity and price of fuel consumption determine the production cost of power generation to a great extent, and have a great influence on the business efficiency of the enterprise. Thermal power generation enterprises have always attached great importance to fuel work. By the end of 2012, the total installed capacity of China Datang Group Company (hereinafter referred to as the Group Company) had reached 114 million kilowatts, of which the installed capacity of thermal power accounted for about 78 percent of the total installed capacity, and the annual purchase and consumption of raw coal was nearly 215 million tons. The cost of fuel accounts for 72.30% of the total cost of generating electricity. Therefore, the fuel management based on coal purchasing is not only directly related to the normal operation of the group company's production activities, but also has obviously affected and threatened the economic benefits and even the operation safety of the group company. Become the group company has to face and focus on solving the major problem. In this paper, the basic theory of modern logistics management and supply chain management is analyzed, and the current situation of power coal logistics management mode of Datang Group is discussed. At the same time, the paper puts forward a solution for the sustainable development of power coal logistics in Datang Group, that is, to learn from the advanced concepts of domestic and foreign thermal coal logistics management. On the basis of advanced mode, the paper establishes an operational and intensive logistics management model. On this basis, this paper also designs the intensive power coal logistics management model of Datang Group from four aspects: the level of power coal logistics management, the main function and the main business model of the logistics body. At the same time, it verifies the feasibility of establishing intensive coal logistics management mode in Datang Group from two aspects: necessity and possibility. Finally, this paper analyzes in detail the factors that affect the choice of power coal logistics management mode in Datang Group from five aspects: coal enterprise, transportation, government regulation policy, government macroeconomic policy and group company management strategy. The logistics management mode of power coal in Datang Group is selected. This paper holds that Datang Group can choose two logistics management models under the current situation of logistics management: first, the logistics management model with regional fuel companies as the leading logistics management model suitable for the early stage of reform; second, Integrated operation of fuel management function and fuel company, but mainly logistics management mode of group fuel company. Datang Group can be selected according to the needs of different stages. Finally, combined with the development strategy of Datang Group and the current situation of fuel management, this paper puts forward a series of implementation strategies to ensure the implementation of intensive logistics management mode of Datang Group.
