基于运作机理的再制造存在问题及政府管理决策研究

【摘要】：随着经济的高速发展和进步，废弃物及旧产品愈来愈多，如果对其采用类似掩埋等简单手段处理，则不仅污染环境，还会浪费许多有用资源。面对这些困境，我们的政府和社会该如何应对。再制造作为既能重复利用有用资源，还能减轻环境污染和降低企业生产成本的生产方式在实践中逐渐被推广。本文采用问卷调查和数理统计分析方法，，构建了再制造的运作机理模型，并利用收集到的数据对模型进行了修正。在此基础上，利用修正后的运作机理模型和调查的描述性统计数据分析了再制造生产存在的问题，并基于问题提出了相应的对策。研究发现：（1）再制造的行为态度与动机并不直接对企业实施再制造后的绩效产生影响，而是通过传统制造或再制造的关注行为意向间接地影响绩效；（2）行为动机对再制造关注行为意向的影响大于对传统制造关注行为意向的影响；（3）再制造关注行为意向对绩效的影响大于传统制造行为意向对绩效的影响；（4）企业对实施再制造的行为态度较行为动机对绩效的间接影响大;（5）再制造主要存在以下问题：临界行为态度；再制造自主驱动性不强和传统制造与再制造难以实现有效整合；（6）政府依法强化再制造监管；政府对再制造提供补贴；政府优先采购再制造产品；利用再制造闭环供应链管理思想管理再制造活动等策略可以有效解决再制造中存在的问题。
[Abstract]:With the rapid development and progress of economy, more and more waste materials and old products are produced. If we treat them with simple methods such as burial, we will not only pollute the environment, but also waste many useful resources. In the face of these difficulties, our government and society how to deal with. As a mode of production which can reuse useful resources, reduce environmental pollution and reduce production cost, remanufacturing has been gradually popularized in practice. In this paper, the operational mechanism model of remanufacturing is constructed by questionnaire survey and mathematical statistical analysis, and the model is modified by the collected data. On this basis, using the modified operation mechanism model and the descriptive statistical data of the investigation, the problems existing in the remanufacturing production are analyzed, and the corresponding countermeasures based on the problems are put forward. The findings are as follows: (1) the behavior attitude and motivation of remanufacturing do not directly affect the performance of the enterprise after remanufacturing, but indirectly affect the performance through the intention of concern behavior of traditional manufacturing or remanufacturing; (2) the influence of behavioral motivation on remanufacturing concern behavior intention is greater than that on traditional manufacturing concern behavior intention, and (3) the influence of remanufacturing attention behavior intention on performance is greater than that of traditional manufacturing behavior intention. (4) the behavior attitude of enterprises to implement remanufacturing has a greater indirect effect on performance than behavioral motivation; (5) there are the following problems in remanufacturing: critical behavior attitude, low self-drive of remanufacturing and difficulty in integrating traditional manufacturing and remanufacturing; (6) the government strengthens the remanufacturing supervision according to law; the government provides the subsidy to the remanufacturing; the government gives priority to purchasing the remanufactured products; the remanufacturing closed-loop supply chain management thought can be used to manage the remanufacturing activities and so on the strategy can effectively solve the problems existing in the remanufacturing.
