延长油田定边采油厂配液站建设项目物资采购管理研究

【摘要】:石油化工业是我国国民经济支柱产业,是我国经济发展、国防安全、交通运输等重要活动的支撑产业,采购是企业经营的一个核心环节,是获取利润的重要资源。石化企业采购管理水平的高低,直接关系到项目成本的高低和企业效益的好坏,是企业提高效率,控制成本,优化供应链的重要组成部分。 本文在工程项目物资采购管理和供应链管理理论的基础上,分析了延长油田定边采油厂配液站建设项目的发展情况,物资采购的流程及特点,以及其现有采购模式存在的主要问题:采购价格过高,采购效率低,供应商响应用户需求能力迟缓,冗长的采购周期,资金利用率低,采购存在管理漏洞,材料质量难以控制,与供应商供需关系多于合作。进而对提出的问题构建层次模型架构,用层次分析法找出问题的总体思路,并且逐一细化每一个步骤应该注意的内容。并针对这些影响因素从科学高效管理供应商,经济高效的开展采购活动,低风险高效率的控制采购中间环节等几个方面提出来相关建议。 在国外石油企业不断进入,国内竞争加剧的今天,本文研究的目的是为延长油田的工程物资采购管理提供一种符合时代要求的管理模式,缩短我国工程项目管理与国际先进水平的差距,尽快与国际接轨,,实现真正的现代化工程项目管理。
[Abstract]:Petroleum and chemical industry is the pillar industry of our national economy and the supporting industry of important activities such as economic development, national defense security, transportation and so on. Procurement is a core link of enterprise management and an important resource to obtain profits. The level of procurement management in petrochemical enterprises is directly related to the project cost and the benefit of enterprises. It is an important part of enterprises to improve efficiency, control costs and optimize supply chain. Based on the theory of material purchase management and supply chain management of engineering project, this paper analyzes the development of the construction project of the distribution station of Yanchang Oil Field Dingbian Oil production Plant, the process and characteristics of the material purchase. And the main problems of its current procurement model are: too high purchase price, low procurement efficiency, slow response of suppliers to customer demand, lengthy procurement cycle, low utilization of funds, management loopholes in procurement, and difficult to control the quality of materials. More supply and demand than cooperation with suppliers. Then, the paper constructs the hierarchical model structure of the proposed problem, finds out the overall idea of the problem by AHP, and refines the content that should be paid attention to one by one in each step. Some suggestions are put forward for these influencing factors, such as managing suppliers scientifically and efficiently, carrying out purchasing activities economically and efficiently, controlling procurement intermediate links with low risk and high efficiency, and so on. With the entry of foreign oil enterprises and the intensification of domestic competition, the purpose of this paper is to provide a management model that meets the requirements of the times for the procurement and management of engineering materials in Yanchang Oilfield. To shorten the gap between China's engineering project management and the international advanced level, and to realize the real modernization of engineering project management as soon as possible.
