供应链视角下中国猪肉安全的风险甄别及政策启示——基于1624个猪肉质量安全事件的实证分析

【摘要】：为探究中国猪肉质量安全的关键环节,本文利用web数据挖掘技术和内容分析方法,提取出中国2009—2014年发生的1 624个猪肉质量安全事件,通过横向的判别与定位矩阵、纵向的年际演化趋势来反映猪肉安全的薄弱环节。研究表明:(1)加工环节是猪肉质量安全问题的高危环节,爆发事件频次最多且比例随时间而增加;(2)加工环节的原材料使用不当及流通环节的销售不合格肉制品是猪肉安全问题的主因;(3)小商贩、小作坊和小企业是加工环节的主要责任主体,各种销售商是流通环节的主要责任主体。基于上述结论,本文提出如下对策:(1)合理配置监管资源,强化对关键环节、高危风险因子的监控;(2)扩大监管范围,创新监管手段,加强对小规模生产主体的监管;(3)鼓励社会第三方力量的参与和监督;(4)加强宣传与教育,提高生产经营者的法律意识和业务素质。
[Abstract]:In order to explore the key links of pork quality and safety in China, this paper uses web data mining technology and content analysis method to extract 1,624 pork quality and safety incidents from 2009-2014 in China. The longitudinal trend of interannual evolution reflects the weakness of pork safety. The results showed that: (1) processing link is the high risk link of pork quality and safety problem, the frequency of outbreak is the most and the proportion increases with time; (2) improper use of raw materials in processing links and unqualified meat products in circulation links are the main reasons for pork safety problems; (3) small vendors, small workshops and small enterprises are the main responsible subjects of the processing links, and all kinds of sellers are the main responsible subjects of the circulation links. Based on the above conclusions, this paper puts forward the following countermeasures: (1) reasonable allocation of regulatory resources, strengthening the monitoring of key links and high risk factors; (2) expanding the scope of supervision, innovating the means of supervision, strengthening the supervision of small-scale producers; (3) to encourage the participation and supervision of social third party forces, (4) to strengthen publicity and education, and to improve the legal consciousness and professional quality of producers and operators.
