汽车非生产性采购业务流程再造的应用研究

【摘要】:汽车行业一直以来作为推动经济发展的领军行业,在全球占据了至关重要的地位。该行业有一条完善的供应链,供应链各环节环环相扣,共同推动了行业的发展。对于该行业来说,加强供应链管理,是其永恒不变的课题。而供应链管理既然作为一种管理行为,必然要采取某种管理模式。而在现实中,可供采纳的管理模式有很多,,其中最为常用的是供应链组织结构模式。该模式最显著的特征就在于,它是以汽车制造企业为整条链条的核心环节,各环节之间信息共享,产品共同开发,彼此间建立了一种长效合作关系。在这种模式下,顾客的各类需求信息会及时地传达给链条上的相关企业,使它们做出及时地响应,保证供需关系处于一种长期稳定的状态。 与普通的行业相比,汽车行业具有规模大、资金多、盈利高等显著优势。而这种优势的发挥,有一个前提条件,那就是成本控制处于一种健康稳定的状态。汽车行业的成本控制涉及范围广,控制起来难度极大。其中,尤以采购成本控制最为重要。采购成本在汽车行业的总成本中占有很高的比重,如果这种成本得到了有效控制,那么整个成本控制工作就会容易地多。在制造型企业,如汽车行业,其采购分为两大类。一类是生产性采购,即零部件采购,也就是跟构建汽车有关的零件采购。另一类是非生产性采购,即非零部件采购,就是除了和汽车零件有关的其他所有采购项目。随时近几年汽车销量的不断攀升,为了尽可能的达到供求平衡,采购在公司中的重要性越来越大。这不仅体现在生产性采购的金额不断上升,而对于非生产性采购来说其年度采购金额的上升趋势更快。所以,此次课题的选择内容主要是围绕着汽车行业非生产性采购流程展开的,结合生产采购流程规范中常用的工具及方法,即通过组织结构调整、采购物料分类、供应商评估及管理及合同管理规范化,来进行非生产性采购流程再造。摒弃传统流程中不合理的地方,通过实现新的非生产采购流程来推动汽车行业的可持续发展。
[Abstract]:The auto industry has long been the leading economic development industry, occupies a critical position in the world. The industry has a perfect supply chain, the supply chain links together to promote the development of the industry. For this industry, strengthening supply chain management is its eternal subject. Since supply chain management is a kind of management behavior, it must adopt some kind of management mode. In reality, there are many management models available, among which the most commonly used is the supply chain organizational structure. The most remarkable feature of this model is that it is the core link of the whole chain with the automobile manufacturing enterprise as the core link, the information sharing among the links, the product development together, and the establishment of a long-term cooperative relationship between each other. In this mode, all kinds of customer demand information will be transmitted to the relevant enterprises in the chain in time to make them make timely response to ensure that the supply and demand relationship is in a long-term stable state. Compared with the ordinary industry, the auto industry has a large scale, more capital, higher profit advantages. This advantage, there is a prerequisite, that is, cost control in a healthy and stable state. The cost control of automobile industry involves a wide range, it is very difficult to control. Among them, especially purchase cost control is the most important. Purchasing cost occupies a high proportion in the total cost of automobile industry. If this kind of cost is effectively controlled, the whole cost control work will be much easier. In manufacturing enterprises, such as the automotive industry, its procurement is divided into two categories. One is productive procurement, that is, parts procurement related to the construction of cars. The other is non-productive procurement, that is, non-parts procurement, except for all other procurement items related to auto parts. In order to achieve the balance of supply and demand as far as possible, purchasing is becoming more and more important in the company. This is reflected not only in the increasing amount of productive procurement, but also in the increasing trend of annual purchase amount for non-productive procurement. Therefore, the selection of this topic mainly revolves around the non-productive procurement process of the automobile industry, combining with the tools and methods commonly used in the production procurement process specification, that is, through the adjustment of the organizational structure, the procurement materials are classified. Standardization of supplier evaluation and management and contract management for non-productive procurement process reengineering. The unreasonableness of the traditional process is abandoned and the sustainable development of the automobile industry is promoted through the realization of the new non-production purchasing process.
