全程物流服务下的铁路货运业务流程设计研究

【摘要】:近年来,铁路开始积极探索多学科、多渠道、多层次的市场发展道路,主要市场从卖方市场向买方市场转变,运输经济结构也向市场倾斜,货流特征从“少品种、大批量、少批次、长周期”向“多品种、小批量、短周期、多批次”转变,从而使得商流特征也随之改变。为适应这种变化,铁路物流企业借助信息技术、电子商务、供应链一体化发展的有力优势,积极构建全程物流服务体系,动态研究产品设计、组织机构构建、货运组织、营销技术等,使其与全程物流的发展相适应。 本文运用EPC事件驱动流程链理论,对铁路货运业务流程进行重新设计,使其更适应全程物流服务。首先对全程物流服务的涵义、特点及全程物流服务下的铁路货运的变化、需求特点、预期目标进行了分析;进而,通过对既有铁路货运流程与全程物流服务要求的适应性讨论,分析了设计铁路货运业务流程的必要性和可行性,并提出了全程物流服务下铁路货运业务流程的特征,根据其特征分析了设计原则,提出了设计思路;最后,将整个业务流程网分为三个模块及三个链条,以客户利益最大化为导向,分别建立EPC模型,通过化零为整,提出了全程物流服务下铁路货运业务流程网的EPC模型。
[Abstract]:In recent years, the railway began to actively explore a multi-disciplinary, multi-channel, multi-level market development road, the main market from the seller's market to the buyer's market, the transport economic structure is also tilted to the market, the characteristics of cargo flow from "few varieties, large quantities," Small batch, short period, multiple batches "change to many varieties, small batches, short cycles, multiple batches", so that the characteristics of business flow also change. In order to adapt to this change, railway logistics enterprises with the help of information technology, e-commerce, supply chain integration development of powerful advantages, actively build the whole logistics service system, dynamic research on product design, organizational structure, freight organization, Marketing technology and so on, make it adapt to the development of the whole logistics. In this paper, the EPC event-driven process chain theory is used to redesign the railway freight business process to make it more suitable for the whole logistics service. Firstly, this paper analyzes the meaning and characteristics of the whole logistics service, the change of the railway freight transportation under the whole logistics service, the characteristic of the demand and the expected target. Then, by discussing the adaptability between the existing railway freight transportation process and the whole logistics service requirements, the necessity and feasibility of designing the railway freight transport business process are analyzed, and the characteristics of the railway freight transport business process under the whole logistics service are put forward. According to its characteristics, the design principle is analyzed, and the design idea is put forward. Finally, the whole business process network is divided into three modules and three chains. Based on the maximization of customer interests, the EPC model is established, and the EPC model of railway freight transport business process network under the whole logistics service is put forward by turning zero into integration.
