冷战后中国公共外交与国家形象的塑造

【摘要】：后冷战时期,中国致力于国内经济和社会建设,继续实行并深化对外改革开放,在国家形象塑造方面逐渐淡化意识形态色彩。然而,部分西方舆论中有关“中国威胁论”、“中国崩溃论”不绝于耳,甚至在2008年中国承办北京奥运会之际出现了一股针对中国是否具有主办奥运资格的舆论宣传高潮。面对国内外对于中国形象认知的巨大反差,中国迫切需要寻找在后冷战时期的世界中有效地传递信息,塑造和改善国家形象的方法和途径。本文利用历史分析和比较分析的方法,对在建国后中国公共外交和国家形象建构的发展演变进行梳理和总结的基础上,指出建构正面的中国国家形象首先要准确分析国内外的利益因素,厘清互动进程,从而理性地设定形象的身份内核,为国家形象的成功塑造提供合理的起点。建构正面的国家形象还有赖于公共外交的开展。公共外交的主体、客体、目标和形式等四个要素正契合了国家形象塑造的核心环节,与传统外交形态相比,公共外交是后冷战时期最为有效地塑造国家形象的外交形态。本文还指出,中国公共外交的长期目标应当设定为塑造良好的国家形象,公共外交政策的制定应当遵循国家形象建构三条路径的需求。通过选取孔子学院和上海世博会作为案例,本文探讨并分析了孔子学院与上海世博会如何作为文化交流项目和全球性会展活动在公共外交领域所扮演的角色,以及它们各有所长和需要推进的方面。通过对身份、国家形象和公共外交的理论探讨及有关案例的分析,本文旨在拓展当代中国公共外交理论及国家战略形象研究的视野,从政策及实践层面为推进中国孔子学院在海外不断发展提供适当的建议。
[Abstract]:During the post-Cold War period, China devoted itself to domestic economic and social construction, continued to implement and deepen the reform and opening up to the outside world, and gradually diluted the ideological color in shaping the national image. In some western public opinion, the theory of "China threat" and the "theory of China's collapse" have been heard endlessly. Even in 2008, when China hosted the Beijing Olympic Games, there appeared a wave of public opinion on whether China has the qualifications to host the Olympic Games, facing the huge contrast between domestic and foreign perceptions of China's image. China urgently needs to find ways and means to effectively convey information, shape and improve the national image in the post-Cold War world. This paper, by means of historical analysis and comparative analysis, combs and summarizes the development and evolution of China's public diplomacy and national image construction after the founding of the people's Republic of China. It is pointed out that to construct a positive national image of China, we must first analyze the domestic and foreign interests accurately, clarify the process of interaction, and rationally set the identity core of the image. It also depends on the development of public diplomacy, the subject and object of public diplomacy. Compared with the traditional diplomatic form, public diplomacy is the most effective diplomatic form in the post-Cold War period to shape the national image. The long-term goal of China's public diplomacy should be to create a good national image, and the formulation of public foreign policy should follow the demand of three paths of national image construction. By selecting Confucius Institute and Shanghai World Expo as examples, this paper discusses and analyzes the role of Confucius Institute and Shanghai World Expo as a cultural exchange project and a global exhibition activity in the field of public diplomacy. And where each of them has its strengths and needs to be pushed forward. Through the theoretical discussion of identity, national image and public diplomacy and the analysis of relevant cases, this paper aims to expand the perspective of contemporary Chinese public diplomacy theory and national strategic image research. To provide appropriate policy and practical advice for promoting the continuous development of Chinese Confucius Institutes overseas.
