【摘要】：二十世纪90年代以后,中国旅游业全面加快发展,成为现代服务业中的龙头产业和许多地方的支柱产业。作为中国最北部的漠河县以其独特的区位优势和优美的自然环境,具有发展旅游业得天独厚的条件,发展旅游业对于漠河县产业结构的优化升级具有重要意义。开发建设40多年来,随着可采森林资源的减少,特别是五.六大火的重创,森林工业对经济的推力不足,漠河县域经济的发展一度困境重重。国家实施天然林保护工程之后,漠河县的发展面临难得的发展机遇。随着人民群众生活水平的提高,旅游业方兴未艾,漠河特殊的地理位置,得天独厚的旅游资源,吸引了大量的游客,拉动漠河县旅游业的收入快速增长,增幅远高于其他产业,漠河的旅游业必将成为未来的支柱产业。旅游业的快速发展,在缓减生态压力、解决就业、富民兴县、促进城市化发展等诸方面将起到积极作用,对全县国民经济发展的带动作用逐渐显现出来。以中国最北纬度的地理区位为垄断性特征,以特有天象气候资源、长线界江景观、社会人文现象为突出特点,是国内一流特殊体验和生态观光旅游目的地,国家级精品旅游线的重要节点,具有开发极至旅游、生态旅游、文化旅游等优势。但漠河县旅游也存在空间组合欠佳、旅游服务设施配套程度、旅游产品开发整体水平较低、文化内涵挖掘不够、旅游精品项目缺乏、旅游交通“瓶颈”制约等突出问题。漠河县旅游发展方向的选择既要考虑其优势旅游资源,同时要考虑旅游资源转化为产品的市场潜力与综合效益。综合分析研究,漠河县旅游发展方向应该是：中国最北地理区位及其带来的特殊现象、特殊环境的特殊体验旅游产品的精品化、深层次化开发；生态旅游资源的链条式开发,体现丰富、完整、深刻的生态旅游主题；依托国内最有影响的森林火灾事件,培育防火培训和专项会展旅游产品；民俗、历史遗迹等人文类旅游资源的挖掘与多元化利用。完善配套设施交通设施旅游服务体系基础设施,开发旅游产品大力开发线路型旅游项目,加强旅游资源、旅游环境保护与生态环境建设。高点定位,旅游业要从“富民产业”向“立县产业”转变；整合资源,旅游要素要从“诸侯经济”向“产业集群”转变；产业联动,旅游发展要从“单兵作战”向“协同出击”转变；优化环境,旅游开发要从“注重建设”向”强化管理”转变。
[Abstract]:Since 1990s, China's tourism industry has been speeding up its development. Mohe County, as the northernmost part of China, has its unique geographical advantages and beautiful natural environment, and has unique conditions for the development of tourism. The development of tourism is of great significance to the optimization and upgrading of the industrial structure of Mohe County. In the past 40 years, with the decrease of recoverable forest resources, especially the heavy damage caused by the fire of 5.6, the forest industry has not given enough impetus to the economy. The development of Mohe county economy was once beset with difficulties. After the implementation of the national natural forest protection project, Mohe County faced a rare development opportunity. With the improvement of the living standards of the people, tourism is in the ascendant. Mohe special geographical location, unique tourism resources, attracted a large number of tourists, driving Mohe County tourism revenue growth, the growth rate is much higher than other industries. The tourism industry of Mohe will become the pillar industry in the future. The rapid development of tourism will play a positive role in reducing ecological pressure, solving employment, enriching the people, and promoting the development of urbanization. To the whole county national economy development the impetus function gradually appears. China's northernmost latitude of geographical location as a monopoly characteristics, with unique weather resources, long-term river landscape, social and human phenomena as a prominent feature, is the domestic first-class special experience and ecological tourism destination. The important node of the national boutique tourism line has the advantages of developing extreme tourism, ecotourism, cultural tourism, etc. However, the tourism of Mohe County also has poor spatial combination and the degree of supporting tourism service facilities. The overall level of tourism product development is low, the cultural connotation is not enough, the tourism quality items are lacking, and the "bottleneck" of tourism transportation is restricted. The choice of tourism development direction in Mohe County should not only consider its advantageous tourism resources, but also consider the market potential and comprehensive benefit of transforming tourism resources into products. Mohe County tourism development direction should be: the northernmost geographical location of China and its special phenomenon, special experience of the special environment of tourism products, in-depth development; The chain development of ecotourism resources embodies the rich, complete and profound theme of ecotourism; Relying on the most influential forest fire events in China to cultivate fire prevention training and special exhibition tourism products; Mining and diversified utilization of cultural tourism resources such as folklore and historical relics, perfecting supporting facilities, transportation facilities, tourism service system and infrastructure, developing tourism products and vigorously developing tourism-oriented projects. Strengthen tourism resources, tourism environment protection and ecological environment construction. In order to integrate resources, tourism elements should be transformed from "feudal economy" to "industrial cluster"; With the linkage of industry, the development of tourism should change from "single combat" to "coordinated attack"; To optimize the environment, tourism development should change from "pay attention to construction" to "strengthen management".
