基于产业链视角的北京市会议产业转型研究

【摘要】:会议产业作为一个新兴产业,在整个会展业中占据重要地位。随着会议产业的不断发展,会议产业急需转型。首先,从参会者角度来看,参会者的消费观念发生转变,在参会过程中不仅仅是为了交流学习,还融入了更高层次的自我价值的实现,更为关注会场搭建布置、视听设备、会议流程等直观体验感,以及在参会过程中的会场互动发言。其次,从会议主承办方来看,新型会议打破传统会议模式,将会议与互联网高新技术紧密融合,高新技术关联企业不断出现,各会议市场主体与时俱进,向“智慧MICE”转型。再次,会议产业政策相继出台,引领会议产业转型。2012年12月4日中共中央政治局出台关于改进工作作风、密切联系群众的八项规定,以及2014年9月中共中央办公厅印发的《关于严禁党政机关到风景名胜区开会的通知》等,对政府主导型会议产生了重大影响,政府定点会议场所急需转型。北京是全国的政治经济中心,在会议产业政策、产业配套设施、产业发展的历史文化资源等方面有着先天的优势,为其会议产业转型提供了可能性。会议产业链是由产业内链和产业外链所组成的,会议产业内链是指会议产业链的上游环节和中游环节,是会议产业的核心环节和主要环节,会议产业外链是指产业链的下游环节,是会议产业的辅助支撑环节。通过对北京市的会议产业数据进行收集与整理,从产业内外链的角度分析北京市会议产业的发展现状。主要有以下几点发现:第一,北京市会议产业市场需求旺盛,国际会议数量增多,企业会议与社团会议比例不断上升,政府会议比例下降,会议市场结构趋于合理。第二,北京市高端会奖旅游促进体系日益完善,政策配套日趋完备,会议行业逐步规范。第三,北京市会议服务趋向于向第三方转移,会议策划较为关注特色化、数字化,更加注重定制化和体验感。第四,北京的旅游业相比较其他相关产业,与会议产业的关联度较小。第五,北京的会议产业与餐饮住宿业、交通运输业、金融保险业紧密相关,这些关联产业的创新发展有利于促进会议产业进一步转型。北京的会议产业发展较快,基于会议产业外部环境变化,会议产业转型有着一定的必要性和可能性,然而会议产业转型还面临着以下几方面的困境:首先,北京市会议市场化薄弱,产业边界模糊,各个会议主体职能交叉,且在市场环境中处于信息不对称状态,交易成本过高,产业转型缺乏发展内生动力。其次,政府职能交叉,越位、缺位状况频发。北京会议产业布局不合理,政府缺乏合理规划。最后,产业的整体配套能力不足,行业规模难以扩大。北京市会议产业转型的发展方向为:从会议形式来看,应当由传统形式向数字化方向转型,从发展模式来看,应当从单一发展模式向多元化方向转型,从组织形式来看,会议产业应当向O2O方向转型。在转型的具体建议方面,第一,会议组织者转变传统思维,将会议作为企业管理工具。第二,专业会议策划公司提高创新能力。专业会议策划公司是会议产业链的关键环节也是薄弱环节,在产业转型中应当注意丰富会议内容,创新会议形式,在会议的策划实施过程中融入休闲、娱乐、科技等新元素,提升参会者的体验感。第三,会务服务公司发挥资源整合作用。会务服务公司应当摆脱过去的中介作用,整合会务服务相关行业的资源,吸收引进高素质人才,打造专业的会务服务团队,提升其在会议产业链中的地位,增加产业链附加价值。第四,会议场所创新发展模式。五星级酒店重点关注大型国际会议、商务会议、奖励旅游等市场,三、四星级酒店争取中小型会议和政府会议市场。第五,政府加强对会议产业的宏观调控。明确政府的职能定位,创新会议产业的激励政策,对北京的会议产业进行合理规划,促进产业的不断转型升级。
